ATTACHMENTS: Resolution APPROVED BY: LJM RECOMMENDED ACTIONS: Motion to Adopt a Resolution Receiving the Feasibility Report, Calling for the Improvement Public Hearing, and Order Plans and Specifications for 2019 Street Improvement Project, City Project 2019-01. BACKGROUND The 2019 Street Improvement Project, City Project 2019-01, is proposed to consist of an asphalt mill and overlay on the majority of the streets, with full depth reclamation on Dodd Boulevard and the southern section of Chippendale Avenue. Minor utility work and rehabilitation of pedestrian ramps to meet current ADA requirements within the project limits will also be included. Pavement mill and overlay on both sides of the Connemara Trail bridge and the Fire Station #1 Parking Lot were also evaluated for inclusion in the project. On January 15, 2019 the Council approved a contract for engineering services with TKDA for 2019 Street Improvement Project, City Project 2019-01. TKDA authored a report on the feasibility of this project. Detailed project information is included in the Feasibility Report available on file in the Engineering Department. The report found this project, as proposed, to be feasible, cost effective, and necessary. The resolution calls the Public Improvement Hearing on April 16, 2019, which is a necessary step under the Minnesota Statutes Chapter 429. A full presentation of the proposed improvements will be made at the Hearing. COSTS & FUNDING The Feasibility Report estimated the project cost at $2,411,000 as tabulated below. Table 2 has separated out the portions of the project that are not anticipated to be assessed. 2 This project is scheduled in the 2019-2028 CIP. The estimated cost from the Feasibility Report is approximately 41% higher than the CIP estimate. Some of the cost increase is due to the change in scope of work on Dodd Boulevard and the southern portion of Chippendale Avenue. The geotechnical investigation of the roadway recommended more intensive rehabilitation for these roadways. This additional cost will be funded by a combination of MSA and assessments. Other increased costs include adding the parking lot maintenance (to be paid with the general fund) and pedestrian improvements. The project is proposed to be funded by a combination of MN State-Aid funds, general funds, utility funds, and special assessments of benefitting properties. A preliminary assessment roll is included in the Feasibility Report. 3 SCHEDULE Should the Council approve this resolution, the proposed project schedule is shown below. Items marked “CC” will require City Council approval in order to move forward. CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2019 - 28 A RESOLUTION ACCEPTING THE FEASIBILITY REPORT AND CALLING A PUBLIC HEARING FOR IMPROVEMENT AND ORDERING THE PREPARATION OF PLANS AND SPECIFICATIONS FOR THE 2019 STREET IMPROVEMENT PROJECT, CITY PROJECT 2019-01 WHEREAS, a report has been prepared by TKDA with reference to proposed Improvement No. 2019-01 for the improvement of: • Connemara Trail between Diamond Path (CSAH 33) and Shannon Parkway; • Dodd Boulevard between Shannon Parkway and Chippendale Avenue; • Chippendale Avenue between 145th Street and 160th Street (CSAH 46); • 151st Street between Shannon Parkway and Chippendale Avenue; • Cimarron Avenue between 151st Street and 150th Street (CSAH 42); • Claret Avenue; and • Crestone Avenue WHEREAS, this report was received by the council on March 19, 2019, and WHEREAS, the report provides information regarding whether the proposed improvement is necessary, cost-effective, and feasible; whether it should best be made as proposed or in connection with some other improvement; the estimated cost of the improvement as recommended; and a description of the methodology used to calculate individual assessments for affected parcels. NOW THEREFORE IT BE RESOLVED BY THE CITY COUNCIL OF THE CITY OF ROSEMOUNT, MINNESOTA: 1. The Council will consider the improvement of such street in accordance with the report and the assessment of abutting property for all or a portion of the cost of the improvement pursuant to Minnesota Statutes, Chapter 429 at an estimated total cost of the improvement of $2,412,000. 2. A public hearing shall be held on such proposed improvement on the 16th day of April, 2019, in the Council Chambers of the City Hall at 7:00 p.m. and the clerk shall give mailed and published notice of such hearing and improvement as required by law. 3. TKDA is hereby designated as the engineer for this improvement. The engineer shall prepare plans and specifications for the making of such improvement. ADOPTED this 19th day of March, 2019.
