ISSUE
On February 21, 2019 staff held a neighborhood meeting to gather input about the future playground
from the people living near Winds Park. Based on the information shared with staff at the meeting, a
Request for Proposal (RFP) was created for the playground. The RFP asked playground equipment
vendors to submit a proposal that did not exceed a certain dollar amount based on the RFP. A copy of the
RFP is included in the packet. The City received a total of seven proposals for Winds Park. A copy of each
playground proposal is included in the packet and long with an analysis form.
Staff has invited the City's Youth Commission to attend the meeting and also review the proposals.
SUMMARY
Staff would like for the Commission to review the proposals at our meeting on Monday and discuss
making a recommendation to the City Council as to what equipment to purchase for Winds Park.
REQUEST FOR PROPOSAL
Request for Proposals:
The City of Rosemount is requesting proposals from interested and qualified manufacturers and their product
representatives for supplying and installing play equipment at Winds Park (see enclosed map). This playground
equipment will replace a playground that was originally installed in 1998 and removed in the fall of last year. The
proposal that you submit should be based on your supplying and installing playground equipment and resilient
surfacing as described later in this document and within the budget available.

Submission:
One copy of the proposal shall be submitted to the Parks Supervisor, as identified above, no later than 4:30 P.M.,
Thursday, March 28, 2019. Late submittals will not be accepted. Each proposal should include an 8'h" x 11" full
color drawing of the playground and an 8Y2" x 11" bird's eye view of the layout. Any posters or foam core boards
showing the layout must not exceed 24" x 36" in size. On any graphics you submit, please show only how the
playground will fit into the overall space provided (Approximately 94' x 70') and do not include any hypothetical
landscaping or other park features outside of the playground. At a minimum, each proposal should include:
• A 24" x 36" full color rendering of the entire proposed playground layout.
• An 8Y2" x 11" color copy of the picture on that 24" x 36" fall color rendering.
• A detailed drawing of the proposed playground identifying and labeling only the play features and
not the necessary structural elements such as decks, stairs, posts, or railings.
• A detailed description of the anticipated delivery and installation timeframe.
• Warranty information specific to the elements included in the proposed design.
Acceptance:
The City of Rosemount reserves the right to cancel the Request for Proposal at any time or for any reason which
serves the best interest of the City. The City of Rosemount also reserves the right to reject proposals and bids based
on the evaluation of submitted materials and to accept proposals other than those exhibiting the lowest price.
Preparation:
The City of Rosemount will not be responsible for any costs incurred by those submitting a proposal and bid.
Owner's Right to Revisions:
The Owner reserves the right to revise the scope of the project based on budget limitations and other considerations.
The vendor will be expected to assist the Owner in redesigning the project as warranted, based on these
considerations. The Owner also reserves the right to select all or part of a proposal as well as to select desirable
aspects from any number of proposals.
Evaluation Criteria:
Each playground proposal will be evaluated against the following criteria: (100 pts total)
I) Play value — number and quality of play features (30 pts.)
2) Overall design: Visual appeal, layout of equipment, and use of available space (30 pts.)
3) Delivery and installation time frame. Please indicate the maximum time needed to complete the project
from the time of signing the contract (20 pts.)
4) Quality of materials (including warranty and service) (10 pts)
5) Quality of Proposal, References (10 pts)
Contract Requirements:
Each proposal must meet the City of Rosemount's standard contract requirements, which include insurance and
other provisions. A copy of those provisions is included in this RFP packet. The Owner reserves the right to reject
proposals that do not meet these requirements.
Site Description: Winds Park, at 15675 Chippendale Ave., is a 7 acre park in a well-established residential
neighborhood. Winds Crossing, the residential area in which Winds Park is located, got its name from the persistent
winds that blew from the southwest, across what was mostly an agricultural region, while this area was being
developed. The new playground at Winds Park will replace one recently removed from a flat and easy to access
part of the park (as shown on the attached plan). Access to the playground is from the north side of the park, off of
Cornell Trail, where an asphalt path through the park runs along the east side of the playground area. The overall
area provided for the playground is approximately 5,750 square feet. The irregularly shaped space is approximately
94 feet long over-all, but one end of the area is approximately 70' wide and the other end is only about 40' wide.
There is a concrete border around the playground area so there is no flexibility in the overall area available for the
playground. Since this is such an irregularly shaped space, all interested respondents are encouraged to visit the
park in person or via Google Maps and become familiar with the project site before submitting a proposal. A map
showing the location of Winds Park and aerial photos of the park, one showing the dimensions of the playground
area, are attached.
Shade: The temperature of the playground components is important, so the playground should be designed so as to
minimize heating of the slides and decks in the sun. The proposal that you submit should be based on your
supplying and installing playground equipment and resilient surfacing as described later in this document and
within the budget available. However, as an addendum to your playground proposal, please also show how that
proposed playground could be modified to include integrally mounted shade structures and give an estimate of the
cost of including the shade elements you suggest. Please understand that if the Owner chooses to include the shade
structures, the cost of these modifications to the original proposal will be paid for with funds other than and
separate from the budget allocated for the playground itself
Project Timeline: The City requires that the project be completed in the spring of 2019, on or before June 21, 2019.
We expect work to beginjust as soon as conditions allow in the spring.
Project Budget: The price of providing and installing the new playground equipment and safety surfacing should
not exceed $80,000.00
A summary of the project is listed below:
The following project costs should not exceed $80,000.00. This amount should include:
1) Insurance, cost of ADA compliance plan design, overhead, and similar costs.
2) Purchase and installation of new play equipment components.
3) Purchase and installation of wood fiber surfacing needed to comply with current ADA standards.
4) Shipping and tax on any of the above components.
5) Cleanup of the site and the removal and disposal of packaging materials.
Work provided by Owner (not to be included in the $80,000.00):
1) Accessible ramp(s) into the playground area.
2) Purchase of the suggested shade elements
Design Criteria: The proposal should meet current Consumer Product Safety Comtnission guidelines, ASTM
requirements and ADA standards. Please indicate how Your Proposal will meet the current ADA standards.
Winds Park is one of our older and more popular neighborhood parks. It features two large ball fields/open play
fields with backstops, a playground, a half -court basketball court, community garden plots, and a parking lot. The
design for the new playground should offer play features appealing to children of various ages and abilities. The
most important evaluation criteria for rating the proposals will be overall play value. Therefore, the proposal
selected will be the one that we feel best uses the individual components to engage children physically and
emotionally and not merely to create or enhance a particular theme.
Visibility and sightlines are important at this park. The design for the playground should offer a wide variety of
play features but also provide a high level of visibility into and through the site. Therefore there should be minimal
use of vertical panels or tubes and the design should not include any enclosed or "hidden" areas.
The new play equipment improvements should include, but not be limited to, the following:
• One play equipment structure appropriate for children ages 5 — 12. This structure should include a variety of
climbing elements such as monkey bars. The preferred color scheme would be earth tones rather than bright or
primary colors.
• One play equipment structure appropriate for children ages 2 — 5. Please note: we would consider proposals that
offer an interesting and appropriate variety of climbers and ground level events to take the place of a structure
for this 2-5 age group. Once again, the preferred color scheme would be earth tones.
• The play structure(s) should include a variety of slides, including a spiral slide, but avoid the use of tube style
or other enclosed slides.
• A separate swing structure (maximum 8' high) should be included containing one (1) tot swing, two (2) belt
swings, one (1) swing accessible by wheelchair, and one (1) face-to-face swing which allows two riders (an
adult and a toddler) to swing facing each other. The swing set should have single post or dual post legs rather
than the wider, "saw horse" style legs.
• One saucer -type or multiple -occupant swing.
• One web or rope type climber.
• One multi -person spinning element.
• One free standing zip line or track ride/monorail event for children ages 5 — 12.
• A variety of ground level play features.
• Two (2) six foot in -ground benches with backs. Please locate within the existing border.
• Industry required level of certified engineered wood fiber to be placed under play equipment.
• Rubber swing/slide mats should be included in bid and installed under the swings and exit of the slides.
• Signage indicating the age appropriateness of playground equipment.
Delivery and Installation: It will be the responsibility of the Contractor to be on-site to unload playground
components and equipment, and to store these components until such time as they are installed. The Owner bears
no responsibility for handling or storing the playground equipment until the installation is completed and the
project is accepted. Nor does the Owner bear any responsibility for the cleanup of the site or the removal and
disposal of any packaging materials.
Payment: After installation is completed and we are invoiced for the materials and the work, payment will be made
as soon as possible. However, with only 2 check runs each month sometimes it's not possible to make a payment in
30 days. Therefore it is helpful if the Contractor could block or waive all late fees on our account for 60 days from
the invoice date.

Contract Requirements
1. Worker's compensation Insurance: The Contractor shall take out and maintain, during the life of
the contract, Worker's Compensation Insurance with a company that is lawfully authorized to do
business in the State of Minnesota. Such insurance shall protect the contractor, or subcontractor or
anyone directly or indirectly employed by any of them from claims under worker's compensation,
disability benefit and other similar employee benefit acts.
2. Commercial/Comprehensive General Liability Insurance: The Contractor shall take out and
maintain during the life on this contract Public Liability Insurance, Property Damage Liability, and
Personal Injury Insurance with a company that is lawfully authorized to do business in the State of
Minnesota. Such insurance shall protect the Contractor, Subcontractor, or anyone directly or
indirectly employed by the Contractor or Subcontractor performing work covered by this contract
from claims arising out of public liability, property damage, or personal injury including death, as
well as claims for property damage which may arise out of work. The recommended minimum limits
of insurance are:
• General Aggregate: $500,000
• Product -Completed Operation Aggregate $500,000
• Personal Advertising Injury $500,000
• Per Occurrence (Bodily Injury & Property Damage) $500,000
3. Fire Insurance: The Contractor is responsible for insuring for fire, and extended coverage including
vandalism and malicious coverage on the Work included in the contract from the beginning of the
Work until final acceptance of the completed project. The policies shall cover all Work incorporated
in the project and all material in place or stored at the site for installation against loss by fire and
wind. This provision does not exclude material partially paid for by the owner. This insurance shall
be the full insurable value of the material and shall be kept in full force until final acceptance of the
work by the Owner.
4. Automobile Insurance: The contractor shall take out and maintain during the life of the contract
Automobile Insurance with a company that is lawfully authorized to do business in the State of
Minnesota. The recommended minimum limits of insurance are $1,000,000 combined single limit
(BI and PD).
All insurance reference in paragraphs 1 through 4 shall be placed with companies acceptable to and
approved by the Owner prior to the commencement of the Work. The Contractor shall submit copies of
the certificate with the Owner prior to commencement of the Work. Certificates of insurance will not be
canceled or allowed to expire until at least 30 days' prior written notice has been given to the Owner. The
Owner shall be shown on the General Liability coverage as an "additional insured" as respect this project.
Any proposals received with limits lower than those referenced above may still be considered for this
project.
