Minutes of the April 2, 2019, Regular Meeting ProceedingsROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS APRIL 2, 2019 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, April 2nd, 2019, at 7:00 p.m. in the Council Chambers at City Hall, 2875 145th Street West, Rosemount. Mayor Droste called the meeting to order with Council Members Weisensel, Freske, Essler and Block attending. Staff present included the following; o City Administrator Martin o Community Development Director Lindquist o Parks & Recreation Director Schultz The Pledge of Allegiance was said. ADDITIONS OR CORRECTIONS TO AGENDA City Administrator Martin stated pulled item 6.c. for staff to further review. Motion by Weisensel Second by Block Motion to Adopt the Agenda as presented with item 6.c. removed. Ayes: 5 Nays: 0. Motion carried. PRESENTATIONS, PROCLAMATIONS AND ACKNOWLEDGMENTS City Administrator Martin highlighted that next week April 7th-13th is National Volunteer Week. Mr. Martin mentioned an event will be held on April 11th starting at 5:30 p.m. to recognize and thank all of our volunteers and encouraged all volunteers to attend. Mayor Droste formally proclaimed April 7th-13th as National Volunteer Week in Rosemount. Motion carried. 6.d. Commissioner Appointments Council member Weisensel pulled this item for recognition. Council Member Weisensel recapped the commissioner interviews which took place two weeks ago at City Hall. After performing interviews with all candidates, the Council selected candidates for appointment to the various commissions. Motion by Weisensel Second by Freske Motion to fill Commission vacancies with the following appointments: • Michael Eliason reappoint for a 3-year term on the Parks and Recreation Commission; • Barb Farrell reappoint for a 3-year term on the Parks and Recreation Commission; • Scott McDonald reappoint for a 3-year term on the Parks and Recreation Commission; • Michele Rome for a 3-year term on the Utilities Commission; • Brenda Rivera for a 3-year term on the Planning Commission; • Kathryn Lundquist for a 3-year term on the Planning Commission; • John Schmisek for a 3-year term on the Planning Commission; • Katherine Koch-Laveen reappoint for a 3-year term Environmental & Sustainable Task Force • Renee Burman reappoint for a 3-year term Environmental & Sustainable Task Force • Nathan Marks for a 3-year term Environmental & Sustainable Task Force • Ed Nelson for a 3-year term Environmental & Sustainable Task Force • Dan Wolf to take over former commissioner Bob Smith’s seat until 3/31/2023. Ayes: Block, Droste, Essler, Freske, Weisensel Nays: None. Motion carried. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS APRIL 2, 2019 6.h. Motion to Approve a Solar Garden Subscription Agreement and Authorize the Mayor and Clerk to Enter into the Agreement Mayor Droste pulled this item, recapping that the city has entered into solar subscriptions previously, i.e. ReneSola, with which the City currently has a subscription. With this particular agreement the estimated net present value of the savings that will result from this subscription of $1,106,334 over 25 years. Motion by Droste Second by Block Motion to approve a Solar Garden Subscription Agreement with ReneSola and Authorize the Mayor and Clerk to Enter into the Agreement Ayes: Droste, Essler, Freske, Weisensel, Block Nays: None. Motion carried. ANNOUNCEMENTS 10.a. City Staff Updates City Administrator Martin noted that going forward at all regular council meetings “City Staff Updates” will be included on the regular council agenda to increase awareness of top projects or initiatives at city hall based on Council direction received at the annual Goal Setting Session. First, Mr. Martin chatted briefly regarding the indoor recreation center and how the process is near the end of stage one. The next step includes a special council meeting on April 23rd to discuss the marketing and operational analysis. Following this, a public open house will be held allowing feedback and engagement from the public. The date for the open house has not yet been set. Director of Parks & Recreation Schultz shared a couple updates; upcoming Parks & Recreation Commission and Youth Commission joint meeting to discuss playground proposals for Winds Park on April 8th. This is also a great time for neighbors to give input. Next, Spring Egg Hunt which will take place at Ames Soccer Complex on DCTC campus on April 13th starting at 10 a.m. Mr. Schultz recommend that attendees come early to get situated plus parking can be a challenge as a large number of people attend the event. Mr. Schultz also noted a food donation will also be accepted and taken to 360 communities following the event. Community Development Director Lindquist made mention of the new economic and development staff member that will soon be hired by staff and Pellicci Hardware will be opening up in Rosemount in June in the old Terry’s Hardware Building off of Highway 3. 10.b. Upcoming Community Calendar Mayor Droste is asking residents to use water resources more wisely and is encouraging all to go to www.mywaterpledge.com and take a pledge to use water more efficiently, reduce pollution, and save energy. Cities with the highest percentage of residents who take the challenge in their population category earn a chance to win $3,000 toward their home utility bills and hundreds more eco-friendly prizes. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS APRIL 2, 2019 Mayor Droste reviewed the calendar of events for March and April. The next City Council work session and regular meeting will be held on Tuesday, April 16th, starting at 7:00 p.m. ADJOURNMENT There being no further business to come before the City Council and upon a motion by Droste, second by Weisensel, the meeting was adjourned at 7:23 p.m. City Council reconvened to the work session in the conference room in city hall.
