CALL TO ORDER: Eliason called the meeting to order at 8:48 p.m.

7. NEW BUSINESS:
a. Caramore Crossing Preliminary Plat - DR Horton is proposing to build 177 single family
units on approximately 81 acres of land at the northwest corner of the Akron Avenue and
Bonaire Path intersection. The development has been named Caramore Crossing and is
located just west from the Flint Hills Athletic Complex. The Parks Master plan calls for a
neighborhood park on the west side of this property. Staff shared with the developer that
the City would be looking for a park that was 6 - 8 acres in size that would have land
dedicated from this property and the property to the west of this development to make up
the park. Staff informed the developer that the amenities the City wants to include in the
park are a playground, outdoor hockey rink, baseball field for 13 year olds, sun shelter, future
shelter building, parking lot, internal trails and a regional trail.
Local Trails and Sidewalks — Staff recommends a trail be added along the south property line
along Bonaire Path.
Regional Trail - The location of the greenway trail appears to be in a location that matches
up with previous planning efforts and links to what will be an underpass at Akron Avenue.
The developer should work with staff from Dakota County to create a reimbursement
agreement between Dakota County and DR Horton for the Greenway Corridor that will be
dedicated with this development.
Parks Dedication - The parks dedication requirement for 177 units is either 7.08 acres of
land, cash in -lieu of land or a combination of the two. Staff is recommending that the City
collect a combination of the land and cash to meet the parks dedication requirements. Staff
recommends the developer work with City's park consultant to create a space that works
better for the future park.
MOTION by Farrell to approve the preliminary plat with the incorporation of the staff
recommendations. SECOND by Nelson. Ayes: 8 Nays: 0 Motion passed.
b. Director's Report
Park Improvement Fund Balance as of January 31, 2019: $920,108.18
Inflows to the Park Improvement Fund last month were as follows:
Dedication fees — $88,226.79
Grants/Other - $0
Interest - $753.31
Donations - $0
Expenditures - $3,557.78 (UMore Dugout Project)
Winds Park Neighborhood meeting - A meeting was held to discuss the future playground
improvements at Winds Park on February 21 at the Steeple Center. Staff will provide an update
regarding the meeting on Monday, April 8`h
Winter Fun Fest w a s h e 1 d on Friday, February 22 from 6pm- 8pm. FREE family fun in the
Gymnasium and Arena at the Rosemount Community Center included: music, inflatable jumpies and
slides, carnival games, ice skating plus much more.
The Rosemount Home and Business Expo will be held on Saturday, March 16 from 9 am — 3 pm at
the Rosemount Community Center. Businesses and organizations will exhibit products and services
to families in our growing community.
The City's Warming houses will close for the season on March 9, 2019.
