ATTACHMENTS: Resolution; Agreement APPROVED BY: LJM RECOMMENDED ACTION: Motion to Adopt a Resolution accepting a Minnesota Department of Health Grant and entering into a Source Water Protection Plan Implementation Agreement BACKGROUND Staff has applied for and received grants previously in an effort to protect the existing aquifers that supply the City of Rosemount with safe, clean water. On March 29, 2019, an application for the attached grant was submitted to the Minnesota Department of Health (MDH). On April 16, 2019, Rosemount was notified that the MDH was approved in the amount of $10,000, the maximum eligible. In order to receive this grant, the City of Rosemount is required to enter into a contractual agreement with the MDH. The agreement lays out the terms and conditions for reimbursement of the costs incurred in completing this work. The City Attorney has reviewed this agreement and provided comments regarding one area of possible concern. Staff has discussed this with the MDH and recommends that the agreement be accepted. This agreement provides funding to install transducers for the city’s observation wells and integration with the Supervisory Control and Data Acquisition (SCADA) system. Additionally, the contractor will complete a well field inventory and transducer calibration for each well. Ultimately, this work will provide the necessary components to establish a ‘smart’ well field program. The estimated cost of this work is $10,981 of which the maximum of $10,000 is reimbursable from MDH. There are no required matching funds for this project. Any necessary additional funding above the grant will be paid by the Water Utility Fund. RECOMMENDATION Staff recommends Council accept the Minnesota Department of Health Source Water Protection Plan Implementation Grant and authorize entering into the attached agreement for this work. CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2019 – 41 A RESOLUTION ACCEPTING A MINNESOTA DEPARTMENT OF HEALTH GRANT AND AUTHORIZING ENTERING INTO A SOURCE WATER PROTECTION PLAN IMPLEMENTATION GRANT WHEREAS, the City of Rosemount desires to protect the existing ground water aquifers; and, WHEREAS, the City of Rosemount submitted a Source Water Protection Plan Implementation Grant Application to the Minnesota Department of Health for installing the necessary components to establish a smart well field; and, WHEREAS, the Minnesota Department of Health accepted the grant and awarded an amount not to exceed $10,000 for the smart well field; and, WHEREAS, the Minnesota Department of Health requires a contractual agreement with the City of Rosemount in order to use the funding for this work. NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota: 1. The City of Rosemount accepts the Minnesota Department of Health Public Source Water Protection Plan Implementation Grant in an amount not to exceed $10,000. 2. The City of Rosemount agrees to enter into the agreement provided by the Minnesota Department of Health. 3. The Mayor and Clerk are hereby authorized and directed to enter into said agreement for the Source Water Protection Plan Implementation Grant for and on behalf of the City of Rosemount.
