RECOMMENDED ACTION: Staff is recommending that the City Council receive the bids
for the Family Resource Center Expansion and award the contract to the low bidder, Terra
Contracting, for the base bid amount of $977,000, bid alternate #1 for $2,400 and bid
alternate #2 for $3,400.
BACKGROUND
The Family Resource Center project was recently put out to bid. The proposed expansion plans would add
3,320 square feet to the facility and additional parking spaces. Bid alternate #1 is for adding trash enclosure
upgrades and bid alternate #2 is for adding an epoxy floor coating to the food prep area. In 2017 the
estimated cost of the project was $900,000 and in 2019 it was estimated at approximately $1,200,000.
There were a total of five contractors on the plan holders list. Bids were received for the project on
Wednesday, May 1, 2019, and were opened and read aloud. The bids were reviewed by the project architect,
CNH architects, and they recommend that the low bidder be awarded the project. Listed below are the bid
results:

The concept plan, elevation drawing and estimated project budget were reviewed by the City Council and
the site plan was approved by the Planning Commission at a recent meeting. In the fall of 2018, City staff
worked with our State Legislators to get funding for the expansion of the Rosemount Family Resource
Center in the State bonding bill. The City and Legislators were successful in getting $450,000 appropriated.
The City also included the remainder of the funding in the City’s Capital Improvements Program (CIP)
budget for 2019.
RECOMMENDATION
Staff is recommending that the City Council receive the bids for the Family Resource Center Expansion and
award the contract to the low bidder, Terra Contracting, for the base bid amount of $977,000, bid alternate
#1 for $2,400 and bid alternate #2 for $3,400.
