SUMMARY
The Planning Commission reviewed and recommended approval of a request for a small scale mineral
extraction permit by Furlong Excavating at its April 23, 2019, meeting. During the public hearing portion
of the meeting, the Commission received comments about traffic concerns from a nearby resident. The
primary concern was about traffic safety. The following are the steps staff has taken since the April 23
meeting to investigate the potential traffic issues:
Staff shared the plans for the proposed mining operation, including traffic routing with MnDOT
and requested comment. MnDOT staff had no comments.
Staff reached out to both the Hastings School District and ISD 196 transportation departments to
see if they had any concerns or were experiencing any issues. None were conveyed to City Staff.
Following a call received by staff from the resident who spoke during the public hearing that truck
traffic was causing back-ups on Highway 55, planning staff reached out to the mining operator.
The operator indicated that they would work with their drivers to ensure traffic continued to move
smoothly. Additionally, staff requested the police department randomly conduct observations of
traffic movements during rush hour. The police have not observed any specific traffic problems
attributable to the mining operation and truck hauling.
