RECOMMENDED ACTION: Mayor Droste will administer the oath of office to appoint
Mikael Dahlstrom as Rosemount’s Chief of Police.
BACKGROUND
At the May 21st City Council work session, the Council discussed the Police Chief vacancy and
concluded that Interim Police Chief Mikael Dahlstrom is the appropriate individual to serve as
Rosemount’s next Police Chief. Council directed staff to bring this item to the June 4 Council
meeting for formal appointment and acknowledgement.
Interim Chief Dahlstrom was hired by the Rosemount Police Department on September 5, 2006 and
was promoted to the rank of sergeant on August 23, 2013. In January 2019, he was promoted to the
role of Commander, the Department’s second in command. Since Chief Mitchell Scott’s retirement
on February 28, 2019, Mikael Dahlstrom has been serving as the Interim Police Chief.
During his career, he has served as a patrol officer, Drug Recognition Expert, Field Training Officer,
South Metro S.W.A.T. team leader, patrol sergeant, investigations sergeant, and the administrative
sergeant. Interim Chief Dahlstrom attended St. Thomas University where he was awarded a
Bachelor of Science Degree in Criminal Justice with a minor in Philosophy. In addition, he received
a Master’s Degree in Leadership in Criminal Justice from Concordia University in 2011.
In 2017, Interim Chief Dahlstrom attended the Northwestern University School of Police Staff and
Command where his peers voted for him to receive the Franklin M. Kreml Award for the student
who best displayed the leadership qualities needed in today’s law enforcement.
Mr. Dahlstrom brings a wealth of knowledge, experience, and vision to the Department. We are
very excited to have him enter this new role and we are confident in his ability to lead our already
strong Police Department into the future.
RECOMMENDATION
Staff recommends the City Council appoint Mikael Dahlstrom as Rosemount’s Chief of Police, and
direct Mayor Droste to administer the oath of office.
