RECOMMENDED ACTION:
• Appoint Mayor Droste as Member to the Dakota Broadband Board for a term ending
December 31, 2019.
• Appoint Council member Freske as Alternative Member to the Dakota Broadband
Board for a term ending December 31, 2019.
BACKGROUND
A joint powers board, known as the Dakota Broadband Board, was established as part of the Dakota
Broadband Joint Powers Agreement, which was authorized by the Rosemount City Council. Each
participating city is entitled to appoint two members of its governing body as a member and an alternate
member to the Board.
The actual terms of each member and alternate member are established in bylaws adopted by the Board.
Mayor Droste has been serving as a Board member since the group’s inception, and it is necessary to
reappoint him at this time. Prior Council member Shaun Nelson’s term as Rosemount’s alternate member
ended in 2018, and Council member Heidi Freske has offered to serve as the alternate member.
RECOMMENDATION
Staff recommends that Mayor Droste be appointed as member and Council member Freske as alternate
member to the Dakota Broadband Board, effective immediately.
