ATTACHMENTS: Resolution; Map APPROVED BY: LJM RECOMMENDED ACTIONS: Motion to Adopt a Resolution Receiving Plans and Specifications and Authorizing the Advertisement for Bids for 2019 Street Improvement Project, City Project 2019-01 BACKGROUND The 2019 Street Improvement Project, City Project 2019-01, is proposed to consist of an asphalt mill and overlay on the majority of the streets (see attached Project Map). The geotechnical evaluation showed some project streets require more intense rehabilitation, therefore, full-depth reclamation is proposed on Dodd Boulevard and the southern section of Chippendale Avenue. Included in the project is an asphalt mill and overlay and adjusting the pavement markings to a 3-lane typical section on Connemara Trail from Diamond Path to Shannon Parkway. The mill and overlay will address pavement distresses on this section of roadway. The typical section change, from a four-lane roadway to one lane each direction with a center turn lane, is proposed to be consistent Dakota County’s plans for a roundabout at the Diamond Path & Connemara Trail intersection. The roundabout is proposed for construction in 2021. The lane reduction is not anticipated to significantly inhibit the flow of traffic at existing volumes, as the center turn-lane will remove left-turning vehicles from of the flow of traffic. This work will not be included in the MN Statute 429 Assessments as no properties have access off this section of street, per the Rosemount Assessment Policy. An asphalt mill and overlay of 100 feet on both sides of the Connemara Trail bridge, and parking lots at the TH 3 Park-and-Ride and Fire Station #1 are also included in the project. Within the project limits, minor utility work as identified in the City’s utility records and rehabilitating pedestrian ramps to meet current ADA requirements is also included in the proposed improvements. 2 On January 15, 2019 the Council approved a contract for engineering services with TKDA for the 2019 Street Improvement Project, City Project 2019-01. TKDA authored a report on the feasibility of this project. Detailed project information is included in the Feasibility Report available on file in the Engineering Department. The report found this project, as proposed, to be feasible, cost effective, and necessary. On March 19, 2019, the Council accepted the Feasibility Report and authorized preparation of plans and specification for the 2019 Street Improvement Project, City Project 2019-01. The Council also approved a resolution calling the Public Improvement Hearing on April 16, 2019, which is a necessary step under the Minnesota Statutes Chapter 429. On April 10, 2019, staff hosted an open house for property owners to address questions and comment regarding the project and the proposed assessment roll. On April 16, 2019, the Council held a public hearing where they ordered these improvements. The City’s consultant, TKDA, has submitted plans and specifications for this project and they are available in the City’s Engineering Department for viewing. COSTS & FUNDING The Feasibility Report estimated the project cost at $2,411,000 as tabulated below. Table 2 has separated out the portions of the project that are not anticipated to be assessed. 3 This project is scheduled in the 2019-2028 CIP. The estimated cost from the Feasibility Report is approximately 41% higher than the CIP estimate. Some of the cost increase is due to the change in scope of work on Dodd Boulevard and the southern portion of Chippendale Avenue. This additional cost will be funded by a combination of MSA and assessments. Other increased costs include adding the fire station and municipal parking lot maintenance (both proposed to be paid out of the general fund as part of the long range plan for parking lots) and pedestrian improvements. The project is proposed to be funded by a combination of MN State-Aid funds, general funds, utility funds, and special assessments of benefitting properties. Per the Rosemount Assessment Policy, the City pays for 65% of the street costs and 35% of the street costs are assessed to the benefitting properties. Benefitting properties with access (a driveway) on the project streets are included in the assessment roll. As the roadways proposed for improvement are collectors, many are wider than an average local road. Single-family homes are proposed to be assessed based on a 32-foot wide street section ($1,651.27/unit), multi-family are based on a 36-foot section ($18.06/foot of frontage), and commercial properties are assessed for the full width of the street ($20.44/foot of frontage). The calculations are included in the Feasibility Report. SCHEDULE Should the Council approve this resolution, the proposed project schedule is shown below. Items marked “CC” will require City Council approval in order to move forward. CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2019 – 52 A RESOLUTION RECEIVING THE PLANS AND SPECIFICATIONS AND AUTHORIZING THE ADVERTISEMENT FOR BIDS FOR 2019 STREET IMPROVEMENT PROJECT, CITY PROJECT 2019-01 WHEREAS, the City Council of the City of Rosemount has ordered the preparation of plans and specifications for 2019 Street Improvement Project, City Project 2019-01, and such plans and specifications have been presented to this Council for approval: NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota: 1. Such plans and specifications are hereby approved and ordered placed on file in the office of the City Clerk. 2. The City Clerk shall prepare and cause to be inserted in the official City newspaper and the Finance and Commerce an advertisement for bids upon the making of such improvements under such approved plans and specifications for City Project 2019-01. 3. The advertisement shall be published in each of said publications at least once not less than three (3) weeks before the date set for opening bids, specifying the work to be done, stating the bids will be publicly opened on July 9, 2019 at 10:00 o’clock a.m. at the Rosemount City Hall in said City, and that no bids will be considered unless sealed and filed with the City Clerk and accompanied by a cash deposit, cashier’s check, bid bond or certified check payable to the City Clerk for five (5%) percent of the amount of such bid. 4. Such advertisement for bids is hereby authorized by the Council. ADOPTED this 4th day of June, 2019. William H.
