REGULAR MEETING PROCEEDINGS
June 4, 2019
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held
on Tuesday, June 4, 2019, at 7:00 p.m. in the Council Chambers at City Hall, 2875 145th Street West,
Rosemount.
Mayor Droste called the meeting to order with Council members Block, Freske, and Essler. Council
member Weisensel was absent.
Staff present included the following;
o City Administrator Martin
o Public Work/City Engineer Erickson
o Finance Director May
o Parks and Recreation Director Schultz
The Pledge of Allegiance was said.
ADDITIONS OR CORRECTIONS TO AGENDA
City Administrator Martin stated there are no additions or corrections.
Motion by Essler Second by Block
Motion to Adopt the Agenda as presented.
Ayes: 4
Nays: 0. Motion carried.
PRESENTATIONS, PROCLAMATIONS AND ACKNOWLEDGMENTS
3.a. Swearing in of Police Chief
City Administrator Martin introduced Chief of Police Mikael Dahlstrom and gave brief summary of
Dahlstrom’s background. Mayor Droste swore in Chief Dahlstrom. Chief Dahlstrom’s father and
mother pinned Chief Dahlstrom’s stars and badge. Chief Dahlstrom thanked Council and gave a
short introduction.
3.b. Presentation and Acceptance of 2018 Comprehensive Annual Financial Report
(CAFR)
Aaron Nielson, from MMKR, Certified Public Accountants, provided a presentation on the finding
of their 2018 audit report. Council member Block asked if there were any proposed options or
solutions for the limited segregation of duties. Finance Director May stated that staff has realigned
duties and responsibilities internally to help alleviate the concerns.
Council member Essler questioned how many other cities MMKR audits. Nielson explained they
audit about 30 cities and organizations in the spring and an equal amount of school districts in the
second half of the year. Council member Essler asked if limited segregation is a common issue
within other cities and organizations. Nielson agreed.

Motion by Essler Second by Freske
Motion to Approve the Consent Agenda with item 6.h. pulled.
Mayor Droste acknowledged the two donations from First State Bank and American Legion Post 65
and thanked them for supporting youth activities and the City.

6.h. 2019 Leprechaun Days Service Agreement
Council member Freske pulled item to discuss the Leprechaun Days committee and for Parks and
Recreation Director Schultz to give an overview of the agreement.
Director Schultz gave brief summary the service agreement. The City provides assistance to
Leprechaun Days through the Police Department, Public Works Department, Fire Department, and
Parks and Recreation Department. Mr. Schultz expressed that the committee is looking for more
volunteers to help at the event. Leprechaun Days will be taking place from July 19th to July 29th,
2019.
Motion by: Freske Second: Block
Motion to approve the 2019 Leprechaun Days Service Agreement.

ANNOUNCEMENTS
10.a. City Staff Updates
City Administrator Martin requested that Public Works Director Erickson give an update on the
road construction. Mr. Erickson gave a brief summary of the upcoming road work on HWY 3,
Bonaire Path, Akron Avenue and 2019 SIP.
Council member Block asked about the fence in Eagan on HWY 3, north of Red Pine Trail.
Administrator Martin explained that it is an experiment to see if it protects animals from crossing
the dangerous area.
Mr. Schultz gave an update on Parks and Recreation programs. The City and 360 Communities will
be hosting a ground breaking ceremony for the Rosemount Family Resource Center at 2pm on
Thursday, June 6, 2019.
10.b. Upcoming Community Calendar
Mayor Droste reviewed the calendar of meetings and events for June and July.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Droste,
second by Block, the meeting was adjourned at 7:49 p.m.
