RECOMMENDED ACTION: Motion to adopt a Resolution approving an amendment to
Marks Chouliaris DBA Tops Pizza & Hoagies On-Sale Liquor License Class B/Sunday
Liquor Sales
BACKGROUND
The ownership of the TOPS Pizza & Hoagies has changed to include the partnership of Mr. Van Brollini.
City Code requires a liquor license amendment in the event of a change of ownership of a licensed liquor
establishment. Mr. Chouliaris, current owner, and Mr. Brollini have a partnership agreement until January
31, 2020.
Van Brollini is a resident of Inver Grove Heights and has submitted the necessary fees and paperwork for
the amendment. Background check found no criminal history.
SUMMARY
Staff recommends approval of the above-stated motion.

A RESOLUTION APPROVING AN AMENDMENT
TO THE ON-SALE LIQUOR LICENSE CLASS B/SUNDAY LIQUOR SALES FOR
MARKOS CHOULIARIS DBA TOPS PIZZA & HOAGIES
WHEREAS, Marks Chouliaris DBA Tops Pizza & Hoagies has submitted a request to amend its
current On-Sale Liquor License Class B/Sunday Liquor Sales for the premise located 14533 Dodd
Blvd;
WHEREAS, the request is to add Van Brollini as an owner on the liquor license;
WHEREAS, the applicant has submitted all necessary documentation and payment for the Liquor
License Amendment;
WHEREAS, the applicants have passed criminal history checks;
THEREFORE, BE IT RESOLVED, that the City Council hereby approves this amendment to
said license.
ADOPTED this 18th day of June, 2019, by the City Council of the City of Rosemount.
