REGULAR MEETING PROCEEDINGS
OCTOBER 7, 2014
CALL TO ORDER
Pursuant todue call and notice thereof a regular meeting of the Rosemount Port Authority was held
thonTuesday, October 7, 2014 at 6:00p.m. inthe Conference Room at City Hall, 2875 145 Street
West, Rosemount.
Chair Weisensel called the meeting to order with Commissioners Droste, Wolf, Smith, Peterson and
Demuth attending. Staff present included City Administrator Johnson, Community Development
Director Lindquist and City Clerk Hadler. Council member Shoe-Corrigan was also in attendance.
The Pledge of Allegiance was said.
ADDITIONS OR CORRECTIONS TO AGENDA
City Administrator Johnson stated there were no changes.
Motion by Wolf. Second by Droste.
Motion to Adopt the Agenda.
Ayes: 7
Nays: 0. Motion carried.

OLD BUSINESS
4.a. Buxton Presentation
A web-based presentation was given by Eric Brown ofBuxton, who spoke via tele-conference,
outlining the Scout Touch platform. The platform provides a number of various informational tools
for use in economic development recruitment efforts; including demographic, traffic, and market
leakage. Data for the tools is derived from multiple data sets including Census data and an aggregate
of over 200 other data sets. Data is updated as frequently as every 8weeks for some data and every
year for other data.
Mr. Brown went into further detail of the stores that were previously matched with the site at
Robert Street and County 42 and the tools available to present to these retailers to recruit them to
the area.
Port Authority Commissioners asked questions of Mr. Brown. Commissioner Droste asked about
the recommended process of recruitment. Mr. Brown responded with details about that process
and recommended entering into adialogue with companies first. Commissioner Weisensel asked

about the use of social media in the process. Mr. Brown suggested social media might have some
value, especially with regard torecruitment of franchisees.
NEW BUSINESS
5.a. Discuss Business Appreciation Luncheon
Community Development Director Lindquist asked commissioners about ideas for speakers for the
thBusinessAppreciationLuncheon, scheduled for December 11. Mayor Droste suggested a
motivational speaker for small businesses. Ms. Lindquist stated she would contact the Workforce
Investment Boards for more ideas.
DIRECTOR’S REPORT
City Administrator Johnson stated there is a new angel investors group starting in Dakota County.
They are looking for about 20 investors to invest a minimum of $50,000 each.
ADJOURNMENT
There being no further business to come before the Port Authority and upon a motion by
Weisensel, second by Demuth, the meeting was unanimously adjourned at 6:56 p.m.
