HomeMy WebLinkAbout2009/11/03 CCM SWSROSEMOUNT CITY COUNCIL SPECIAL WORK SESSION PROCEEDINGS NOVEMBER 3, 2009 CALL TO ORDER Pursuant to due call and notice thereof a special work session of the Rosemount City Council was held on Tuesday, November 3, 2009 at 8:45 p.m. in the Council Chambers of City Hall, 2875 145' Street West, Rosemount. Mayor Droste called the meeting to order with Council Members DeBettignies, Shoe - Corrigan, Weisensel and Bills present. Staff members present included City Administrator Johnson, City Clerk Domeier, Finance Director May, Chief of Police Kalstabakken, Assistant City Administrator Foster and Director of Public Works /City Engineer Brotzler. DISCUSSION 2.A. 2010 Budget Discussion City Administrator Johnson provided a summary of the information provided within the staff report. Council Member Shoe - Corrigan provided background on the salary increases for the City Council. Mayor Droste noted that at the time the policy was adopted Rosemount was behind the salaries of other cities of similar size. He did not favor moving forward with a salary increase based upon the current economic situations. All Council Members concurred with Mayor Droste. Mr. Johnson stated that at the next City Council meeting an ordinance will be considered regarding the temporary reduction in salaries. Discussion was held regarding the overtime pay summary sheet. Police Chief Kalstabakken clarified that the increase in Police Department overtime in 2008 was due to the Republican National Convention. He did note that the City was reimbursed for the overtime. Mr. Johnson stated that approximately 20% of Police Department overtime is reimbursed. Finance Director May stated that some employees use comp time in lieu of collecting overtime pay. UPDATES City Administrator Johnson stated that the University requested a letter of support to the Army Corps of Engineers to do further investigation and remediation of the munitions plant. The City Council supported Mr. Johnson in sending the requested letter. Council Member Shoe - Corrigan shared concerns about the potential of all middle school sports being moved into the club system. Director of Parks and Recreation Schultz stated he is a part of the task force that is discussing how to make middle school athletics budget neutral. He explained that the discussions related to the middle school sports are related to all the financial issues. No decision has been made by that task force to eliminated middle school sports. Council Member Bills was expecting to receive good applications for the Youth Commission. The City Council suggested holding all applicant interviews on Saturday, December 5. Assistant City Administrator Foster will coordinate the set up of the interviews. Mayor Droste also shared a letter he received regarding the improvements to Shannon Parkway. He shared concerns raised by residents about the inclusion of sidewalks on the west side of Shannon Parkway. Discussion ensued regarding the project.
