REGULAR MEETING OF JUNE 21, 1993

CALL TO ORDER: The meeting was called to order by 7:35 p.m. by chairman, Scott Rynerson.
ADDITIONS TO THE AGENDA: None.
APPROVAL OF THE MAY 17, 1993 MINUTES: MOTION by Scott Rynerson to accept the minutes of
the May 17, 1993 meeting as written. SECOND by Linda Ladzun. Ayes: 4 Nays: 0. MOTION
CARRIED.
AUDIENCE INPUT: None.
I. RAAA UPDATE: Dave Giliuson reported that the RAAA baseball tournament held at Erickson Field
on June 18, 19, and 20 went well considering the weather conditions. There were a total of 36 teams
participating. The soccer program will begin in mid -July, and football will start up again in the fall.
II. SUMMARY OF WORK SESSION OF JUNE 3, 1993: Scott Rynerson felt that the meeting set a
strong foundation for strengthening the exchange of information between departments. He felt that
the role of the Parks and Recreation Department in the communication between departments had been
defined and the process seemed logical and that good communication is taking place.
Dave stated that Deanna Simpson had brought up a good point at the last workshop meeting regarding
each member of the Park Board setting personal goals regarding what they would like to see
accomplished by the committee; as well as committee goals. Linda Ladzun was not at the workshop
meeting and wanted to state that her personal goal for the committee was to ensure that the park
areas were a safe place for children to go to.
III. CARROLLS WOODS UPDATE: There has not been a meeting in June. The committee would like
to meet in July at the Jaycee Park shelter at 6:30 p.m. before the next Parks and Recreation
committee meeting.
IV. SUMMARY FROM ERICKSON COMMUNITY SQUARE MEETING: Kerry Johnson appeared before
the Erickson Square Committee to clarify some problems in regards to Erickson park and his proposed
office development on the site of Repairs, Inc. Kerry updated the committee on design concepts and
possible changes that could be made to accommodate the wishes of the Parks and Recreation
Department and the Erickson Community Square Committee. He and the Erickson Community Square
Committee are working well together on the coordination of their projects.Deanna Simpson has drafted
a letter to the USPCI committee requesting a donation toward grading in Erickson Community Square.

V. WORKSHOP MEETING FOR JULY 1, 1993: After a short discussion it was decided not to hold a
meeting in July due to the holiday weekend that follows the regular meeting date. A MOTION was
made by Scott Rynerson to skip the July workshop meeting due to the holiday weekend. SECOND by
John Howard, Ayes: 5. Nays: 0. MOTION CARRIED.
VI. JAYCEE PARK STATUS REPORT: The work on the installation of the irrigation and the trails has
started, but now have been delayed due to the rain we have been getting in the recent weeks.
The lighting is in along the trails etc. The grant for trees has been approved, but the money has not
been received as of this date because the Federal government has not released the funds. Some other
trees have been planted and Dave invited the committee members to go to the park and view the new
trees and construction on the site.
Dave had attended the last Rosemount Jaycee's meeting and updated them on the progress of the
shelter. He will also be attending the July meeting and give a short tour of the shelter and park area
for Jaycee members. They were very excited about the progress that has been made and are anxious
to have the shelter opened for use to the community.

I. UTILITY COMMISSION MEMBERS FOR ERICKSON COMMUNITY SQUARE COMMITTEE: At a
previous Parks and Recreation committee meeting it was expressed that a member of the Utility
Commission serving on the Erickson Community Square committee would be an asset to that
committee. Dave discussed this with Joe Walsh of the Utility Commission and he suggested the Parks
and Recreation committee members formally ask the Utility Commission to appoint a member to the
Erickson Square committee. A MOTION was made by Scott Rynerson that the chairperson of the
Parks and Recreation committee send a letter to the Utility Commission to request that one of their
members be selected to serve on the Erickson Community Square Committee. SECOND by John
Howard. Ayes: 5. Nays: 0. MOTION CARRIED.
II. COMMUNITY CENTER UPDATE: Dave informed the committee members that Jim Topitzhofer has
started as the new Community Center Manager. He also discussed some of Jim's plans for the center
at this point. It had been previously decided to leave the staffing of the Parks and Recreation
Department as it is at the present time and keep the community center staff separate. However, if
there is a need for the Parks and Rec staff to become more involved in the community center it would
be recommended to add a programmer and a half-time secretary. Dave has requested that Jim
Topitzhofer attend a Parks and Recreation committee soon to meet the staff members when his
schedule can be arranged during this busy time of getting things ready for the armory.
At the present time the Parks and Recreation Department would have priority in scheduling events at
the Community Center.
Linda Ladzun, the Parks and Recreation committees appointee to the Armory Committee, informed the
members that the first Community Center meeting will be held on Thursday, June 24, 1993.

III. CHAIRPERSON'S REPORT:
DAVE GILIUSON: None.
TOM RELLER: Questioned Loretta Loesch, a member of the Carrolls Woods Subcommittee who was
seated in the audience, on how Carrolls Woods is looking after the cutting of buckthorn and application
of Tordon in the test area. Loretta stated that the woods look great in that area. There is good
undergrowth of wildflowers, etc. with no signs of buckthorn where the clearing and herbicide
application took place.
SCOTT RYNERSON: None.
JOHN HOWARD: Questioned Tom Reller on the progress of obtaining bluebird houses. Tom stated
he hasn't had time to look into this yet.
LINDA LADZUN: None.
IV. DIRECTOR'S REPORT: Dave updated the committee members on their progress with the RAP
group. He has obtained a census of the area in question from the school district and talked with Bud
Osmundson on studies that were done on the crosswalks on Shannon Parkway and Dodd. Bud stated
that these areas were studied and found to be safe crossings. Dave asked Scott if he would be
available on Thursday, June 24, 1993 to meet with the RAP group to go over their list of needs. They
will look at what the city has to offer at the present time, and how the needs that RAP will list could
possibly be met now. Dave suggested that a possible partial solution to the problem would be to build
the planned trails north of Dodd Blvd before the area is developed instead of waiting for additional
homes.
Dave stated that the staff is doing well keeping up with maintenance considering the weather
conditions in the past weeks.
The committee members also thanked Rick and his crew for a job well done.

Communication was the topic item of that meeting. Members who were
present at that meeting expressed the concern for continuing the good
relationships and open reporting between the committee and the parks &
Recreation staff members.
It was felt that good communication between staff members and the
committee members is taking place at this time. Items that committee
members would like more information about that are not actually a part of
the committee agenda could be discussed directly with staff members.
The importance of personal goals as well as direction from the City
Council as to their goals of the committee and its members was expressed.
Committee members who attended this workshop will be asked to share
additional comments and views discussed at the June 3rd workshop.

The date for the next workshop meeting is July 1, 1993. Each
member of the Parks & Recreation Committee should consider a topic
that they would like to have addressed at that time.
It is my suggestion that we consider to not hold a workshop on
that evening due to the Holiday weekend that follows it.
However, if the decision is to hold the workshop on the evening of
July 1st members should consider the topic they would most like to
have covered.

To select a topic for the next work shop session scheduled for
July 1, 1993 in City Hall.

Council has approved the specs and has authorized the installation of
the irrigation and the trail in Jaycee Park. Because of the rain we
have had again these past weeks the projects are getting behind
schedule..
Our goal was to have the projects completed by July 4th weekend.
Many trees have been planted around the western and southern perimeter
this past month. Other trees that were to be scheduled as on hold at
this time due to a delay in the grant money coming our way.
Although we were approved for the $ 10,000 matching grant for trees
that are to go into Jaycee Park the funding has not yet been released
to us. You will be kept up to date on the grant status.
Staff will be present to answer questions about this park area that
you may have.

Members of the Erickson Community Square Committee have
recommended that a member of the Utility Commission could be a
an asset to their membership. At the meeting last evening they
requested that this issue be addressed by the Parks &
Recreation Committee at our next meeting of June 21, 1993.
They have recommended the Parks & Recreation Committee draft a
letter to the Utility Commission to ask them to appoint one of
their members to accept being appointed to the Erickson
Community Square Committee.
I discussed this item with Joe Walsh some time ago and he also
felt that would be a good idea. At that time he indicated that
he would be interested in working with the Community Square
Committee.
RECOMMENDED ACTION:
Have Director of Parks & Recreation send a letter to
the Utility Commission to request that one of their members be
selected to serve on the Erickson Community Square Committee.

Members of the Erickson Community Square Committee have expressed
their interest. in a member of the Utilities Commission being
appointed to their committee.
This was discussed by the Director of Parks & Recreation, Dave
Bechtold, and the Parks & Recreation Committee some time ago. We
do support this recommendation of the Erickson Community Square
Committee.
Issues of development of the Erickson Community Square include
drainage, ponding, landscaping, grading, etc.. A great deal of
that work will affect the Erickson Park pond, areas of city hall,
and highway #3.
We encourage a member of your Utility Commission to accept
appointment to the Erickson Community Square Committee.

Jim Topitzhofer has been hired as the Community Center Director.
His first day on the job was June 2nd.
To this date he has been working with our department to plan the
operations of the center. As we work out these procedures I will
discuss them with you.

Carroll's Woods Meeting April 19, 1993
1. It was decided to set up another "Chipping Party" for May lst from
9:00 to 1:00. Ron Pederson will contact RAHA for extra help. Rick Cook
will obtain two chippers.
2. Discussion took place on the status of the $15,000 that our
committee might have available to use. There also was an understanding
that the Jaycees were to donate $5,000. to the Carroll's Woods Committee.
A budget showing how we are to use the money needs to be established.
Several suggestions were made: Trail conditioner $6,000. Additonal
herbicides, Crushed rock or fill for designated areas, Handtools, Funds
could be used to pay for wages for part time help, Reforestation dollars
necessary to re -plant certain devastated areas. An item by item listing
including costs needs to be established as soon as possible and
presented to the Park Board for approval.
3. It was discussed that we cannot cut down or work in the woods too
much after Maylst do to the Oak Wilt problem.
4. Herbicides were discussed at some length. A concern by Tom Reller
was expressed that "Tordon" does leach somewhat and that we might kill
a little more plants than we might like to. Crossbow does not have this
problem but does not do as good a job of killing the buckthorn.
Several test plots will be established to determine the effects. We need
to designate someone to monitor the various areas that were treated and
document growth or the lack of growth on a weekly basis.
5. The Parks Crew can only continue working in the woods until the
ballfields dry up. At that time they will move out of Carroll's Woods
except for normal maintenance of the trails. Dave G. suggested that we
review the various trails and determine what maintenance will be
required in the near future and also to look at which ones are to be
abandoned.

Recreation Report includes programs for May -June, 1993.
I. PROGRAMS/PROJECTS THAT WERE COMPLETED OR PROGRAMS THAT ARE
COMING TO AN END THIS MONTH
A. RMS 7th Grade Students completed a Park improvement project by helping clean up
Erickson Park on Thursday May 27, 1993. About 200 students were on hand to help with
the clean up project and afterwards they enjoyed games of softball and soccer on Erickson
various fields.
B. TINY TOTS
Leader: Lori Holcomb has been the Tiny Tots leader since March 22, 1993. Lori
finished the Late Winter Session and conducted all of the Spring Session.
Tiny Tots ended on June 10, 1993 with a picnic at Schwarz Pond Park.
Spring Registration:
Monday & Wednesday Morning = 10
Monday & Wednesday Afternoon = 11
Tuesday & Thursday Morning = 10
Tuesday & Thursday Afternoon = 11
II. PROGRAMS BEING CONDUCTED
A. ROSETTES
Instructors: Denise Evans has been with the program for 4 years. She is dedicated,
gets along well with the girls and is an
excellent leader. JoAnne Anderson i s
working out well as this is her first year with the
Rosette program.
Registration: Two classes are being conducted.
The 2nd - 3rd graders class has 26 participants
The 4th - 7th graders class has 21 participants
Parades: Rosettes will participate in 4 area parades. Those being in Farmington, June
27; Lakeville, July 11; Hastings July 17; and the Rosemount Parade July 31.
B. TENNIS LESSONS
Instructor: Tony Sexton is our new Tennis Lessons Instructor. He is very enthusiastic
about the program. The first session run June 14 - June 24, 1993. Four classes were
offered and only two are being conducted.
Classes: Ages 5-6 Pre -Beginner - Cancelled. Only two registration were received
Ages 7-10 Beginner - Conducted. 5 registrations
Ages 11-15 Beginner - Conducted. 6 Registrations
Ages 11-15 Beginner - Cancelled. Moved the 2 registration to another class.

II. PROGRAMS BEING CONDUCTED
C. TRIPS
Five summer trips are being offered on Wednesday for youth ages 6-11 and five
summer trips are being offered on Friday for youth ages 11-15. The trips are
coordinated with area cities (Apple Valley, Farmington, Lakeville and Savage). Not
all cities are involved in each trip.
Trips that have been scheduled and conducted up to June 21 are as follows:
June 16 - Como Zoo trip was conducted, however, Rosemount did not receive any
registrations.
June 18 - Crystal Caves trip will be conducted. Rosemount received 16 registrations.
D. SUMMER PLAYGROUND PROGRAM
STAFF: Mary Blasing, Nikki Kleist, Brian Huss and Bridget Grant are all returning
Recreation Leaders from 1992. Amy Anderson is a part-time summer
recreation leader. This will be Amy's first year working with the Rosemount
Parks and Recreation.
PROGRAMS:
LITTLE EXPLORERS is a program for 4-5 year olds. The program is being
conducted at Chippendale and Connemara Park. Registration is full with 20
participants at each park.
KIDS CORNER is a drop in program for youth ages 6 and above. On Monday
June 14 there were 20 children at Charlie's and 20 children at Jaycee Park.
Also, there were 47 youths participating in the Special Events Days:
The schedule of parks the Kids Corner program is conducted at follows:
Monday - Charlies and Jaycee
Tuesday - Camfield (Special Events Day)
Wednesday - Charlies
Thursday - Connemara and Camfield
E. PUPPETS IN THE PARK
One of the job duties of the Recreation Leaders is to be a puppeteers for this program.
The staff take turns conducting the shows. Each show typically requires three staff.
The schedule for the Puppets in the Park runs June 18 thru July 30.
The puppets shows are scheduled at the following locations and times:
Camfield Park at 9:00 a.m.
Connemara Park at 9:45 a.m.
Jaycee park at 10:30 a.m.
Kidder Park at 11:30 a.m. (new location for 1993)

III. UPCOMING PROGRAMS AND PROJECTS
A. ADOPT -A -PARK: Barb Brunick and her Weibelow Troop, which consists of 14 boys, ages
6-10, have adopted Kidder park. They intend to do litter pick up twice a month and also
they are looking forward to "special" projects that may develop. We were informed that her
group loves to paint!!
B. SUNDAY NIGHT SPECIALS will begin June 20 with Inver Hills Symphonic Band kicking
off the entertainment series.
V. MISCELLANEOUS NOTES - none
A. INTERNSHIPS
Wendy Foreman began her internship on June 13, 1993. Areas of recreation primarily in
athletics and non-competitive athletic events (ie. Rin runs); as well as areas of parks
programming (park inventory, etc.) will be covered during in her internship in Rosemount.

BATHTUB WATER RACE 7:30 PM
Teams are needed for this event, make up your team
now. 3 members per team, Race a special bathtub
