Minutes of the June 18, 2019 Regular Meeting ProceedingsROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS JUNE 18, 2019 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, June 18, 2019, at 7:00 p.m. in the Council Chambers at City Hall, 2875 145th Street West, Rosemount. Mayor Droste called the meeting to order with Councilmembers Freske, Weisensel, Block and Essler attending. Staff present included the following; - City Administrator Martin - City Clerk Fasbender - Director of Public Works Erickson The Pledge of Allegiance was recited. APPROVAL OF AGENDA Motion by Weisensel Second by Essler Motion to Adopt the Agenda as presented. Ayes: 5. Nays: None. Motion carried. PRESENTATIONS, PROCLAMATIONS, & ACKNOWLEDGMENTS 3.a. Commendation for Attainment of Eagle Scout Rank The City Council honored the accomplishments by commending Matthew Condon, a Rosemount student, who achieved the Eagle rank. Condon earned all 137 merit badges currently available to Scouts. Condon briefed council on his cabinet project he recently completed 3.b. Youth Commission Report Youth Commission Chairperson, Maisy Armstrong, presented a report to the City Council on behalf of the Youth Commission regarding their activity from the past year and Youth Commission’s goals going forward. PUBLIC COMMENT Representative, John Huot, took a moment to brief council on current issues being discussed at the state and expressed gratitude in representing Rosemount. RESPONSE TO PUBLIC COMMENT None ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS JUNE 18, 2019 CONSENT AGENDA Mayor Droste thanked those for all the donations being accepted on tonight’s agenda. Motion by Weisensel Second by Freske Motion to Approve the Consent Agenda with item 6.L. removed. a. Bills Listing b. Minutes of the June 4, 2019 Work Session Proceedings c. Minutes of the June 4, 2019, Regular Meeting Proceedings d. Expenditure Approval from the Donation - Parks & Recreation Dept. e. Receive Donation – Parks & Recreation Dept. for Family Resource Center f. Receive Donation – Parks & Recreation Dept. for Leprechaun Days Run for Gold g. 2019 3.2% Liquor License Renewals h. Liquor License Amendment – TOPS Pizza & Hoagies i. Authorize 2019 MS4 Scope of Services j. Accept Feasibility Report and Call of Public Improvement Hearing 124th Court West and 121st Street West k. Accept Public Street and Utilities – Prestwick Place 12th Addition, City Project 468 l. Approve First Amendment to Tower Lease Agreement with Sprint on Connemara Tower m. Bonaire Path East, City Project 2018-03: Approve Construction Services and Design Amendment n. Chouliaris/Maier Event and Meeting Space Conditional Use Permit with Request for Proof of Parking Concept Ayes: Weisensel, Block, Droste, Essler, Freske Nays: None. Motion carried. 6.l. Approve First Amendment to Tower Lease Agreement with Sprint on Connemara Tower Council member Block pulled this item for further conversation regarding the process of antenna agreements. Director of Public Works Erickson provided an update on the process of lease agreements on city water towers. Erickson discussed the current leases, the status of these leases moving forward and the revenue these agreements generate. Motion by Block Second by Essler Motion to Approve First Amendment to Tower Lease Agreement with Sprint Property Services for Cellular Equipment at the Connemara Water Tower. Ayes: Block, Droste, Essler, Freske, Weisensel Nays: None. Motion carried. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS JUNE 18, 2019 ANNOUNCEMENTS 10.a. Staff Updates Chief Dahlstrom took a moment to discuss the upcoming “Public Safety in the Park”, Thursday, June 20th at Central Park. Chief Dahlstrom mentioned this event is a great way for members of community to come out and learn more. City Administrator Martin also highlighted; the goats are still in Central Park for the remainder of the week to work on the buckthorn issue, those community members interested in volunteering for Leprechaun Days should reach out to the Leprechaun Days Committee as they are looking for additional volunteers. 10.b. Upcoming Community Calendar Mayor Droste reviewed the calendar of events and upcoming meetings for the remainder of June. The next City Council work session and regular meeting will be held on Tuesday, July 2, 2019 starting at 5:00 p.m. ADJOURNMENT There being no further business to come before the City Council at the regular council meeting and upon a motion by Droste and second by Weisensel the meeting was adjourned at 7:30 p.m. Respectfully submitted, Erin Fasbender, City Clerk
