RECOMMENDED ACTION: Motion to Adopt a Resolution Receiving Plans and
Specifications, and Authorizing the Advertisement for Bids for Adalyn Avenue, City Project
2019-10
BACKGROUND
Adalyn Avenue, City Project 2019-10, will extend water and sanitary sewer south from Addison Avenue to
the Connemara Trail – East Extension. Adalyn Avenue borders the County Development Authority
(CDA) property and the Lennar property that was approved for preliminary plat this year and final plat as
Prestwick Place 18th Addition.
Advertisements for bid will appear in the Dakota Tribune on July 4, 11 and 18, 2019. Bids will be opened
on July 30, 2019. The action to Receive Bids and Award Contract will be at the August 5, 2019 City
Council meeting. Construction is proposed to begin in August 2019 and is anticipated to be substantially
complete, excluding wear bituminous course, by late October 2019.

COSTS AND FUNDING
The project construction cost is estimated at $788,500 per the table on the next page. Additional costs for
construction administration, including observation, contractor coordination and materials testing, will be
brought to the Council for approval as a separate item.
This project is proposed to be developer-funded by the parties of the Prestwick Place Cost Share
Agreement. The funds are collected in development fees as nearby parcels under the agreement are
developed and platted.

RECOMMENDATION
Staff recommends Council receive plans and specifications and authorize the advertising for bids for
Adalyn Avenue, City Project 2019-10.

RESOLUTION 2019 – 57
A RESOLUTION RECEIVING THE PLANS AND SPECIFICATIONS
AND AUTHORIZING THE ADVERTISEMENT FOR BIDS FOR
ADALYN AVENUE, CITY PROJECT 2019-10
WHEREAS, the plans and specifications for Adalyn Avenue, City Project 2019-10 have been
presented to this Council for approval:
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Rosemount,
Minnesota:
1. Such plans and specifications are hereby approved and ordered placed on file in the office of
the City Clerk.
2. The City Clerk shall prepare and cause to be inserted in the official City newspaper an
advertisement for bids upon the making of such improvements under such approved plans
and specifications for Adalyn Avenue, City Project 2019-10.
3. The advertisement shall be published in each of said publications at least once not less than
three (3) weeks before the date set for opening bids, specifying the work to be done, stating
the bids will be publicly opened on July 30, 2019 at 9:00 o’clock a.m. at the Rosemount City
Hall in said City, and that no bids will be considered unless sealed and filed with the City
Clerk and accompanied by a cash deposit, cashier’s check, bid bond or certified check
payable to the City Clerk for five (5%) percent of the amount of such bid.
4. Such advertisement for bids is hereby authorized by the Council.
