Preparation of Plans and Specifications for 124th Court West and 121st Street West, City
Project 2018-05
BACKGROUND
On April 3, 2018, City Council approved a Joint Powers Agreement (JPA) with Dakota County for the
reconstruction of Akron Ave (County Road 73). Then on February 5, 2019, City Council approved the
first amendment to the JPA which adjusted the cost share for this project. Finally in February 19, 2019,
City Council approved a proposal for engineering services from Kimley-Horn and Associates (KHA) for
design of street and utilities.
Currently, this project is in design and right of way acquisition. Construction will occur in 2020.
Additionally, staff has reviewed the pavement condition in this area and has noted that there were local
streets programmed in the Capital Improvement Plan for 2022. As a result, 121st Street and 124th Court
were brought forward for construction in 2020 in order to take advantage of the large amount of paving
involved in the Akron Avenue reconstruction.
On May 30, City staff held an open house for the project. KHA was available to answer questions about
the project. Comments were largely positive, as residents are aware of the distressed condition of their
roadways. Comments received were summarized in the Feasibility Report.
On June 18, 2019 the City Council received a Feasibility Report prepared by KHA. That report noted that
a mill and overlay of the pavement was not appropriate due to the poor condition and has recommended
that the streets receive a pavement reclamation and overlay. Overall, the report found this project to be
feasible, cost effective and necessary.
PROPOSED IMPROVEMENTS
The existing roadways are proposed to be reclaimed, with the pavement and top inches of gravel base
ground-up in place. Some of the grounds will be removed so new bituminous pavement can be installed at
the existing elevation. This process will improve the upper level of the base course and allow entirely new
asphalt pavement to be installed with minimal impact to driveways.

The roadway section will continue to be rural, using ditches and driveway culverts to facilitate stormwater
in this neighborhood. The project will include a small quantity of culvert replacement and ditch regrading
where identified in the preliminary field inspections.
COSTS AND FUNDING
The Feasibility Report estimated the project cost at $406,000 which includes an estimated $33,000 for
stormwater improvements. The costs and funding are shown in the following tables.
Per the Rosemount Special Assessment Policy, the assessments are proposed to be divided among the 21
properties that have driveway access to either 121st Street or 124th Court. The assessment is estimated at:
$130,550 / 21 properties = $6,216.67 per property
Please note: this is an estimate. The final assessment amount will be determined at a future assessment
hearing and will be based on the actual bids received for the project.

RECOMMENDATION
Staff recommends Council hold the public improvement hearing to receive comment on the proposed
improvements and adopt the attached resolution ordering the proposed improvements, and the
preparation of plans and specifications for 124th Court West and 121st Street West, City Project 2018-05.

A RESOLUTION ORDERING THE IMPROVEMENTS AND
PREPARATION OF PLANS FOR
121ST STREET AND 124TH COURT IMPROVEMENTS, CITY PROJECT 2018-05
WHEREAS, a resolution of the city council adopted the 18th day of June, 2019, fixed a date for a council
hearing on City Project 2018-05 for the improvement of 121st Street and 124th Court;
WHEREAS, ten days’ mailed notice and two weeks’ published notice of the hearing was given, and the
hearing was held thereon on the 16th day of July, 2019, at which all persons desiring to be heard were given
an opportunity to be heard thereon;
NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROSEMOUNT
MINNESOTA:
1. Such improvement is necessary, cost-effective, and feasible as detailed in the feasibility report.
2. Such improvement is hereby ordered as proposed in the council resolution adopted 16th day of July,
2019.
3. Such improvement has no relationship to the comprehensive municipal plan.
4. Kimley-Horn and Associates is hereby designated as the engineer for this improvement. The
engineer shall prepare plans and specifications for the making of such improvement.
5. The city council declares its official intent to reimburse itself for the costs of the improvement from
the proceeds of tax exempt bonds.
