Rejecting Bids Received on July 11, 2019 for 2019 Street Improvement Project, City Project 2019-01 2. Authorizing the Advertisement for Bids for 2019 Street Improvement Project, City Project 2019-01 – Connemara Trail Improvements BACKGROUND On June 4, 2019, the City Council received plans and specifications for the 2019 Street Improvement Project, City Project 2019-01 and authorized advertisement for bids. On July 11, 2019, City staff received bids for the 2019 Street Improvement Project, City Project 2019-01. The results were verified by City-consultant, TKDA, and are tabulated below: Total Bid Percentage of Low Bid McNamara Contracting, Inc.* $3,476,906.55 100.0% OMG Paving (Minnesota Paving & Materials) $3,640,168.14 104.7% Engineer’s Estimate $2,678,645.20 77.0% * Lowest Bidder As the lowest, responsible bidder was approximately $800,000 above the Engineer’s Estimate, staff, city attorney and consultant recommend rejecting the bids. The 2019 construction season has seen inconsistent bid openings in Dakota County and the greater metro area due to the following factors: 1. A large amount of development of open farm land is occurring in this part of the metropolitan area. Contractors generally prefer development projects in an open field to rehabilitation projects in existing neighborhoods due to conflicts with existing small utilities and existing residential property. i:\city clerk\agenda items\approved items\clerk processed\2019\07-16-2019 ccm rm\9.b. 2019 street improvement project, city project 2019-01 reject bids authorize re-advertisement for bid.docx 2. Concrete and Bituminous Asphalt supply limitations have increased pricing. 3. Weather delays last fall and this spring are keeping contractors busy with last year’s projects. It is anticipated that next year’s bidding season will be more stable for residential rehabilitation projects such as this one. Based on the pavement condition of most streets included in the project, it is acceptable to wait and re-bid the work on those streets next year. Connemara Trail from the western City Limit to Shannon Parkway, however, has significant pavement distresses to indicate completing the project this year. Staff recommends Council authorize advertisement to re-bid the Connemara Trail portion of the project. COSTS & FUNDING The Feasibility Report estimated the project cost for Connemara Trail at $324,000, including indirect costs and 10% Contingency. This work is proposed to be funded by MN State-Aid funds and utility funds. No assessments are planned for this portion of the project. SCHEDULE Should the Council approve these resolutions, the proposed project schedule is shown below. Items marked “CC” will require City Council approval in order to move forward. Bid Opening August 14, 2019 CC Award Contract August 20, 2019 Construction Start Late August 2019 Substantial Completion October 15, 2019 RECOMMENDATION Staff recommends that the City Council adopt the attached resolutions to reject the bids received July 11, 2019 and authorize the re-advertising for bids for the modified 2019 Street Improvement Project, City Project 2019-01 to include only Connemara Trail improvements. 2 CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2019 – 63 A RESOLUTION RECEIVING AND REJECTING BIDS FOR 2019 STREET IMPROVEMENT PROJECT, CITY PROJECT 2019-01 BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota, as follows: 1. All bids on construction of 2019 Street Improvement Project, City Project 2019-01, are hereby received and tabulated. 2. Based on the Total Bid, the bid of McNamara Contracting, Inc. in the amount of $3,476,906.55 for the construction of said improvements is in accordance with the plans and specifications and advertisement for bids, and is the lowest responsible bid. 3. All bids shall be and hereby are rejected. 4. The City Clerk is hereby authorized and directed to return forthwith to all bidders the deposits made with their bids. Droste, Mayor ATTEST: Erin Fasbender, City Clerk CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2019 – 64 A RESOLUTION AUTHORIZING THE ADVERTISEMENT FOR BIDS FOR 2019 STREET IMPROVEMENT PROJECT, CITY PROJECT 2019-01 WHEREAS, the City Council of the City of Rosemount has received plans and specifications for 2019 Street Improvement Project, City Project 2019-01: NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota: 1. The City Clerk shall prepare and cause to be inserted in the official City newspaper and the Finance and Commerce an advertisement for bids upon the making of such improvements under such approved plans and specifications for City Project 2019-01. 3. The advertisement shall be published in each of said publications at least once not less than 10 days before the date set for opening bids, specifying the work to be done, stating the bids will be publicly opened on August 14, 2019 at 10:00 o’clock a.m. at the Rosemount City Hall in said City, and that no bids will be considered unless sealed and filed with the City Clerk and accompanied by a cash deposit, cashier’s check, bid bond or certified check payable to the City Clerk for five (5%) percent of the amount of such bid. 4.
