REGULAR MEETING PROCEEDINGS
JULY 2, 2019
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held
on Tuesday, July 2, 2019, at 7:00 p.m. in the Council Chambers at City Hall, 2875 145th Street West,
Rosemount.
Mayor Droste called the meeting to order with Council Members Freske, Weisensel, Block and
Essler attending.
Staff present included the following;
- City Administrator Martin - Director of Public Works/City Engineer Erickson
- Assistant City Engineer Stephanie Smith - Storm Water Specialist Jane Byron
The Pledge of Allegiance was recited.
APPROVAL OF AGENDA
Motion by Weisensel Second by Block
Motion to Adopt the Agenda as presented.
Ayes: 5.
Nays: None. Motion carried.
PRESENTATIONS, PROCLAMATIONS, & ACKNOWLEDGMENTS
3.a. Small Cities Month Proclamation
Administrator Martin gave brief overview of the Small City Month Proclamation.
Mayor Droste read proclamation and declared July 2019 as Small Cities Month in the City of
Rosemount.
Motion by Weisensel Second by Freske
Motion to adopt the Small Cities Month Proclamation.
Ayes: 5.
Nays: None. Motion carried.
3.b. Public Meeting to Receive Comment on Rosemount Stormwater Pollution Prevention
Plan (SWPPP)
Director of Public Works/City Engineer Erickson provided a brief overview of the SWPPP and
Municipal Separate Storm Sewer System (MS4) permit.
Assistant City Engineer Smith gave presentation on the SWPPP and opened meeting to questions
from council members.
Mayor Droste opened the public comment at 7:09PM

Motion by Droste Second by Weisensel
Motion to close public comment at 7:10 PM
Ayes: 5.
Nays: None. Motion carried.
Mayor Droste requested that staff explain the importance of the SWPPP program for residents.
Erickson explained that contaminants have different pH levels than storm water which poses health
concerns for aquatic life and requires higher maintenance and cost demands.
Public Works requests that residents not rake leaves into the street and catch basins. Staff
recommends composting the leaves or taking them to a yard waste site. Erickson explained that staff
does not have the time to clear all 1,800 catch basins in the City. Erickson requested that if residents
see a clogged catch basin, to clear the leaves so the catch basin can work properly.
Council member Essler questioned which cities are doing clean-ups for the storm water system.
Erickson explained that larger cities, such as Mankato are offering clean-up programs. Council
member Block mentions that Minneapolis offers the program as well.

ANNOUNCEMENTS
10.a. Staff Updates
City Administrator Martin highlighted that staff conducted the final round of interviews for the
Economic Development Coordinator position. Final decision will be brought to council at a
subsequent meeting.
Council and staff met earlier during a work session about the 2020 Budget. The preliminary budget
will be brought back to Council for approval in September.
10.b. Upcoming Community Calendar
Mayor Droste reviewed the calendar of events and upcoming meetings for the remainder of July.
City offices will be closed on Thursday, July 4th for the National Holiday. The next City Council
meeting will be held on Tuesday, July 16, 2019 starting at 7:00 p.m.
ADJOURNMENT
There being no further business to come before the City Council at the regular council meeting and
upon a motion by Droste and second by Essler the meeting was adjourned at 7:23 p.m.
