BACKGROUND
Following the retirement of Police Chief Mitchell Scott in February of this year, a vacancy was
created at the Police Commander position. Over the past month an application and interview
process was completed to select the Department’s next second in command. Sergeant John
Winters was selected to fill the commander position and he started his duties today, August 5th,
2019.
Commander Winters is a born and raised Rosemount, Minnesotan. Upon graduating from
Rosemount High School he attended college and was subsequently hired by the Rosemount Police
Department on September 27, 1993. Commander Winters enters this position as the most
experienced officer on the Department having served this community for twenty-six years. Prior
to working as an officer, Commander Winters volunteered his time as a Reserve Officer in the
early 1990’s. Since 1993, he has gained knowledge and expertise across a wide array of areas to
prepare him for this critical leadership role. While his resume is too expansive to cover in total, he
has served primary positions of Patrol Officer, Detective, School Resource Officer, and Patrol
Sergeant. Additionally, Commander Winters was instrumental in his work with several
supplemental positions. Specifically, he served fourteen years as a SWAT operator and Squad
Leader, 19 years as a Use of Force and Firearms Instructor, ten years as a Crime Scene Technician,
and six years as a Field Training Officer for new hires.
Equally important, Commander Winters has been recognized on multiple occasions as a result of
his notable work ethic, integrity, and accomplishments. To name a few, he was selected as the
Rosemount Officer of the Year in 2004 and 2013, he has been awarded several department awards
of merit, and in 2015 he was recognized by both the Dakota County and Minnesota Chiefs of
Police Associations as a recipient of the Distinguished Service Award after leading the Anarae
Schunk homicide investigation.
We are proud and excited to have Commander Winters take on his new role as the Commander of
the Rosemount Police Department.
