REGULAR MEETING PROCEEDINGS
JULY 16, 2019
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held
on Tuesday, July 16, 2019, at 7:00 p.m. in the Council Chambers at City Hall, 2875 145th Street
West, Rosemount.
Mayor Droste called the meeting to order with Council Members Freske, Weisensel, and Block
attending. Council Member Essler was absent.
Staff present included the following;
- City Administrator Martin - Director of Public Works/City Engineer Erickson
- Assistant City Engineer Stephanie Smith - Parks and Recreation Director Dan Schultz
- Community Development Director Lindquist
The Pledge of Allegiance was recited.
APPROVAL OF AGENDA

Motion to Adopt the Agenda as presented.

PRESENTATIONS, PROCLAMATIONS, & ACKNOWLEDGMENTS
3.a. Commendation to Anna Wills for Service in the Minnesota Legislature
Mayor Droste recognized Representative Anna Wills and gave an overview of her achievements and
involvement with the City of Rosemount.
Mayor Droste presented plaque to Anna Wills on behalf of the Rosemount City Council to thank
her for her service.
Representative Anna Wills thanked council, staff, and the residents of Rosemount for the
opportunity to serve the community.
3.b. Special Event Update – Leprechaun Days
Parks and Recreation Director Dan Schultz provided update on Leprechaun Days. There will be
over 100 events for this year’s celebration. The 2019 Leprechaun Days will be take place July 19-28,
2019.
Two members from the Leprechaun Days Committee highlighted new events for this year. The
schedule of the events can be found on the City’s website. The event is still in need of more
volunteers for the parade and clean-up crew. The committee can be contacted through the website.
Council member Block requested that the committee explain which streets will be closed and when.
For the parade, 145th Street from Cameo to Diamond Path will be closed, along with the side streets

of 145th Street. These streets will only be closed during the preparation and duration of the parade.
Parade route is on the website.
Fireworks will start at 10 p.m. on Saturday, July 27, 2019 in Central Park.

6.e. Economic Development Coordinator Position
Council member Freske pulled the item to request that City Administrator Martin inform Council of
the candidate.
City Administrator Martin gave an overview of the candidate Eric Van Oss. Martin requested the
city council’s authorization to hire Eric Van Oss to the position of Economic Development
Coordinator effective August 5, 2019.

Development Coordinator position.

Motion to authorize the hiring of Eric Van Oss to Economic Development
Coordinator effective August 5, 2019.

PUBLIC HEARINGS
7.a. 124th Court West and 121st Street West, City Project 2018-05; Public Improvement
Hearing, Order Improvement and Preparation of Plans
Director of Public Works/City Engineer Erickson provided a brief overview of the project.
Assistant City Engineer Stephanie Smith gave presentation about the project’s location, costs and
details.
Council member Freske questioned if an analysis has to be completed for streetlights in the
proposed area. Erickson stated that there are currently streetlights at the intersections of the two
roads where they intersect with Akron Avenue. Due to the rural nature of the roads, staff will
consult with residents to see if there is support for streetlights.
Mayor Droste opened the public hearing at 7:31 p.m.
No public comment.

Weisensel asked staff how much the project has been moved forward to coincide with the County’s
Akron Avenue project. Smith explained that the project is being moved up two years in the Capital
Improvement Plan (CIP).

9.a. Schwarz pond park nature based playground – award project
Parks and Recreation Director Dan Schultz provided update and highlighted proposed features of
the playground. Staff recommends that council award the contract to Landbridge Ecological, Inc in
the amount of $53,875.
Council member Block expressed concern about the moveable objects of the park and if they would
be stolen. Schultz assured Block that staff would be able to get new material from Carroll’s Woods.
Staff will be completing inspections frequently and vandalism will be monitored. Schultz explained
that maintenance costs will be low due to completing repairs in house and sourcing material locally.
Council member Weisensel expressed interested in the uniqueness of the park and is in favor of the
August 2019 start date with Landbridge Ecological, Inc.

Motion to receive the quotes for the Schwarz pond park nature based playground
project and award the contract to Landbridge Ecological, Inc. in the amount of
$53,875.

9.b. 2019 Street Improvement Project, City Project 2019-01: Receive Bids / Authorize Re-
Advertisement for Bid
Director of Public Works/City Engineer Erickson gave an overview of the project and the decisions
before council. Staff is recommending that the Connemara Trail portion of the project be re-bid due
to the current condition of the road.
Council member Freske asked when the streets that were addressed in this project will be
rescheduled. Erickson explained that the project will be re-bid in spring 2020 with construction in
summer 2020. Council will see the item in either February or March 2020.
Council member Block asked what the timeline is for getting Connemara Trail construction
completed due to the time of year. Erickson explained that staff is anticipating substantial
completion on October 15, 2019.
Council member Weisensel questioned why the bid opening was scheduled late into the construction
season. Erickson explained that it was due to other projects occurring in the City. Erickson stated

that there are other cities that are bidding for projects at this time as well. Weisensel requested to
know more information where the project was delayed.
Mayor Droste asked if the Connemara Trail portion of project could be completed sooner if the
road could be closed for an entire day as contractors remove the top later of the road. Droste also
asked if it would lower the cost of traffic control. Erickson didn’t anticipate it would lower the cost
but staff will review.

ANNOUNCEMENTS
10.a. Staff Updates
City Administrator Martin highlighted Council in the Park on July 24th and Night to Unite on August
6th. Deadline to submit the Night to Unite Block Party request is July 29th.
Director Lindquist updated council about the development on Akron Avenue and the Biscayne
Business Park.
Parks and Recreation Director Dan Schultz provided an update on Leprechaun Days and
highlighted events such as the 33rd Annual Run for the Gold event at the Community Center on
Saturday, July 20th. Schultz recognized CF Industries as one of the sponsors and their involvement
in the event.
Police Chief Dahlstrom updated council on the Hands-Free law. The Police Department has put
together an educational video and it will be posted soon. The month of August will be educational
enforcement. Tickets will range from $50 plus court fees to $275 plus court fees.
Mayor Droste highlighted the 150th Anniversary of the Transcontinental Railroad. On July 17, 2019,
Union Pacific will have their historical steam locomotive #4014, “Big Boy”, travel through
Rosemount on the way to St. Paul.

10.b. Upcoming Community Calendar
Mayor Droste reviewed the calendar of events and upcoming meetings for the remainder of July and
August. The next City Council meeting will be held on Monday, August 5, 2019 starting at 7:00 p.m.
ADJOURNMENT
There being no further business to come before the City Council at the regular council meeting and
upon a motion by Droste and second by Weisensel the meeting was adjourned at 8:13 p.m.
