BACKGROUND As part of the City of Rosemount’s surface water management program, stormwater lift stations have either been constructed or are planned at various locations throughout the city. Staff has worked with developers to extend infrastructure as appropriate during initial construction to reduce future impacts to existing streets and homes. As part of the Dunmore 1st Addition, Copper Creek Development, LLC (Copper Creek) constructed regional ponding for the city and received a credit toward the stormwater fees as a result of that construction. The Dunmore 2nd Addition constructed the necessary force main connection to an existing force main stub installed in 2006 as part of the Glendalough 7th Addition. The construction of this lift station will provide that planned stormwater management of high water levels in Dunmore area. This lift station is necessary to comply with concerns that MnDOT has regarding the removal and filling of stormwater ponds located in the Harmony Parkview 2nd subdivision. WSB, the City’s consultant for this project, is currently working with the MnDOT permit and drainage offices on permitting for this lift station. At their May 7, 2019 meeting, Council approved engineering services for the design, bidding and contract administration of Dunmore Lift Station, City Project 2019-12. On July 2, 2019, the Council received plans and specifications and authorized advertisement for bids for Dunmore Lift Station, City Project 2019-12. Construction is proposed to begin in August 2019. COSTS & FUNDING On July 30, 2019, six bids were received for Dunmore Lift Station, City Project 2019-12, and were read aloud publicly. The low bidder is Minger Construction Company, Inc., who submitted a bid in the amount of $388,500.00. The engineer’s estimated construction cost at $492,000.00 was approximately 127% of the low bid. Minger Construction has completed work in the City previously and their work has been acceptable. I:\City Clerk\Agenda Items\Approved Items\6.k. This project was not included in the 2019 – 2028 Capital Improvement Plan; however, based the available fund balance and planned future projects, there is sufficient funding to allow this project to proceed. The amount in the Equipment line shown in the table below is for the purchase of the control panel and antenna mast required for the lift station. The city will purchase this separately in an effort to save the overhead cost and shorten the delivery timeframe. RECOMMENDATION Staff recommends Council adopt the attached resolution receiving the bids and awarding the contract for Dunmore Lift Station, City Project 2019-12. BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota, as follows: 1. All bids on construction of Dunmore Lift Station, City Project 2019-12, are hereby received and tabulated. 2. Based on the Total Bid, the bid of Minger Construction Company, Inc. in the amount of $388,500.00 for the construction of said improvements is in accordance with the plans and specifications and advertisement for bids, and is the lowest responsible bid and shall be and hereby is accepted. 3. The Mayor and Clerk are hereby authorized and directed to enter into a contract with said bidder for the construction of said improvements for and on behalf of the City of Rosemount. 4. The City Clerk is hereby authorized and directed to return forthwith to all bidders the deposits made with their bids, except that the deposit of the successful bidder and the next two lowest bidders shall be retained until a contract has been executed. Six bids were received. The bids were checked for mathematical accuracy. Please find enclosed the bid summary indicating the low bid as submitted by Minger Construction Co., Inc., Jordan, Minnesota in the amount of $388,500.00. The Engineer’s Estimate was $492,000.00. We recommend that the City Council consider these bids and award a contract in the amount of $388,500.00 to Minger Construction Co., Inc. based on the results of the bids received.
