Adopt a Resolution Receiving Bids and Awarding the Contract for Adalyn Avenue, City Project 2019-10; and 2. Approve the Proposal for Construction Services for Adalyn Avenue, City Project 2019-10 BACKGROUND Adalyn Avenue, City Project 2019-10, will extend water and sanitary sewer south from Addison Avenue to the Connemara Trail – East Extension. Adalyn Avenue borders the County Development Authority (CDA) property and the Lennar property that was approved for preliminary plat this year and final plat as Prestwick Place 18th Addition. On July 2, 2019, the Council received plans and specifications and authorized advertisement for bids for Adalyn Avenue, City Project 2019-10. Construction is proposed to begin in August 2019 and is anticipated to be substantially complete, excluding wear bituminous course, by late October 2019. COSTS & FUNDING On July 30, 2019, seven bids were received for Adalyn Avenue, City Project 2019-10, and were read aloud publicly. The bids are listed in the table on the next page. The low bidder is Northern Lines Contracting, who submitted a bid in the amount of $531,019.00. The engineer’s estimated construction cost at $781,167.00 was approximately 147% of the low bid. Northern Lines’ project manager has completed acceptable work in the City previously, and this contractor has completed work in the metro area and is currently working on the Dunmore 2nd development, performing acceptable work. The proposed cost is $58,288.00 and is included as an attachment. This project is proposed to be developer-funded by the parties of the Prestwick Place Cost Share Agreement. A portion of the funding was collected with the final plat of Prestwick Place 18th Addition, and the remaining amount will be collected in development fees as nearby parcels under the agreement are developed and platted. RECOMMENDATION Staff recommends Council adopt the attached resolution receiving the bids and awarding the contract and approve the proposal for construction services for Adalyn Avenue, City Project 2019-10. 2 CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2019 – 65 A RESOLUTION RECEIVING BIDS AND AWARDING CONTRACT FOR ADALYN AVENUE, CITY PROJECT 2019-10. BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota, as follows: 1. All bids on construction of Adalyn Avenue, City Project 2019-10, are hereby received and tabulated. 2. Based on the Total Bid, the bid of Northern Lines Contracting in the amount of $531,016.00 for the construction of said improvements is in accordance with the plans and specifications and advertisement for bids, and is the lowest responsible bid and shall be and hereby is accepted. 3. The Mayor and Clerk are hereby authorized and directed to enter into a contract with said bidder for the construction of said improvements for and on behalf of the City of Rosemount. 4. The City Clerk is hereby authorized and directed to return forthwith to all bidders the deposits made with their bids, except that the deposit of the successful bidder and the next two lowest bidders shall be retained until a contract has been executed. A total of seven bids were received. The bids were checked for mathematical accuracy and tabulated. The Engineer’s Estimate was $781,167.00. The bid tabulation indicates the low bidder as Northern Lines Contracting, Inc., Bloomington, Minnesota, in the amount of $531,016.00. We recommend that the City consider these bids and award a contract to Northern Lines Contracting, Inc., based on the results of the bids received.
