ATTACHMENTS: Change Order 1, Change Order 2 APPROVED BY: LJM RECOMMENDED ACTION: Motion to approve Change Orders 1 and 2 for additional insurance and materials required for Bonaire Path E, City Project 2018-03 BACKGROUND City Project 2018-03 is proposed to convert Bonaire Path East from the existing rural gravel section to a paved section. The project will also include utility work and improvements at the existing railroad crossing on Bonaire Path E to facilitate the establishment of a railroad quiet zone at this crossing. The following actions have moved this project along to its current status. • February 20, 2018 – Council approved an engineering services contract with Bolton & Menk. • October 30, 2018 – Public informational meeting for nearby property owners. • November 5, 2018 – Council held a public improvement hearing and ordered the project and the preparation of plans and specifications. • December 4, 2018 – Council approved additional services to acquire right-of-way (ROW). • March 19, 2019 - Council approved the plans and specifications and authorized the advertisement for bids. • May 5, 2019 – Council accepted the bids and awarded a construction contract and approve Union Pacific Railroad Agreement. Change Order 1 covers additional insurance required by our agreement with Union Pacific Railroad for work in their right-of-way. As Union Pacific didn’t provide this insurance requirement till after bid opening, this requirement could not have been included in the original contract for the project. It should be noted that the insurance requirements of Union Pacific are much more stringent than could have been anticipated by the contractor. Total cost for Change Order 1 is $10,500.81. Change Order 2 covers two additional element of work not covered under the contract. The first item is for installation of 2” conduit along the watermain. While performing the connection to the existing raw watermain, Eureka Construction discovered 2” conduit along the existing watermain. This conduit is available for use as part of a future SCADA connection for future wells in the City. To extend this conduit with the new raw watermain, this change order includes 2” conduit and maintenance access. The second item is for additional signage. During construction it was observed that many passenger vehicles were cutting through the project area to access Flint Hills Soccer Complex. This change order includes a specialty sign to direct vehicles to an alternate entrance to the field. Total cost for Change Order 2 is $15,583.11. Both Change Ordered have been reviewed and approved by Minnesota State Aid. I:\City Clerk\Agenda Items\Approved Items\6.q. Bonaire Path E, City Project 2018-02 Approve Change Order 1 and 2.docx COSTS & FUNDING The two change orders will increase the contract by approximately 1.5% for a total of $1,820,396.96. Please note that the initial contract price was 18% lower than the engineer’s estimate, so staff does not anticipate additional funding will be required. This project is scheduled in the 2018-2027 CIP. It is proposed to be funded by a combination of MN State Bonding funds, MN State-Aid funds, utility core funds, and special assessments of benefitting properties. A preliminary assessment roll is included in the Feasibility Report.
