REGULAR MEETING PROCEEDINGS
AUGUST 5, 2019
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held
on Monday, August 5, 2019, at 7:00 p.m. in the Council Chambers at City Hall, 2875 145th Street
West, Rosemount.
Mayor Droste called the meeting to order with Councilmembers Freske, Weisensel, Block and Essler
attending.
Staff present included the following;
- City Administrator Martin - Chief of Police Dahlstrom
- Director of Public Works/City Engineer Erickson - Director of Parks and Recreation Schultz
The Pledge of Allegiance was recited.

Motion by Weisensel Second by Block
Motion to Adopt the Agenda as presented.

6.d. 2019 Fire Relief Fund Benefit Proposal
Councilmember Block requested that Administrator Martin explain how the City pays our
firefighters, including the pension fund, and how the City of Rosemount compares to surrounding
cities.
Administrator Martin stated the Fire Relief Association is proposing a $100 increase to firefighters’
annual benefit. The City of Rosemount’s firefighters are volunteers but are paid per call and receive
a pension. Mr. Martin gave an overview of the Fire Department budget and its effects on the overall
City budget.
Motion by Block Second by Essler
Motion to Authorize a $100 Increase up to $7,400 for The Rosemount Fire Relief
Association’s Annual Retirement Benefit.
Ayes: Block, Droste, Essler, Freske, Weisensel
Nays: None. Motion carried.
6.r. 132nd Street Improvements, City Project 465: Approve Change Order 1
Mayor Droste requested that Director of Public Works/City Engineer Erickson explain why the
change order is occurring and the timeframe of the project.

Mr. Erickson stated that the project was originally awarded in September 2017. Due to the timing of
the project, staff was unable to obtain the MnDOT permit until the end of the construction season
in 2017. There were design challenges with the small utilities involved with the project. At this point
in the project, all of the small utilities have already been relocated or are planned to be relocated.
The City is not paying for any of the relocations of the utilities.
The contractor has the project on the schedule to begin by early September and anticipates
completion this year as well. The project is anticipated to take 8 weeks to complete.
Mayor Droste questioned if the road will be closed at any time during the project. Mr. Erickson
confirmed there will be road closures. Detour routes and closure notices will be provided. The
Dunmore Development will have access through the Glendalough subdivision to the west.

Motion to Approve Change Order 1 for Adjusted Pricing on 132nd Street Improvements,
City Project 465.

Nays: None. Motion carried.
NEW BUSINESS
9.a. Advertising Agreement with Hope Fieldhouse
Parks and Recreation Director Schultz provided an overview of the agreement between the City of
Rosemount and Hope Fieldhouse. The City has an opportunity to advertise on the new facility’s
track or other amenity. Staff recommends support of the agreement.
Councilmember Essler expressed support of the agreement but recommended that the City look
into amenities other than the track for advertising at Hope Fieldhouse. The City is looking into
building a new recreation facility that will also have a track, so it could lead to confusion.
Staff will bring a proposal to a future work session for what the advertisement will look like and
what amenity the advertising will be on.

Motion to Approve the Attached Advertising Agreement between the City of Rosemount
and Hope Fieldhouse.

ANNOUNCEMENTS
10.a. Staff Updates
City Administrator Martin highlighted it was the first day for the Economic Development
Coordinator. Mr. Martin thanked the Leprechaun Days volunteers and city staff that pulled the
event together.

Night to Unite will be on August 6, 2019. 47 block parties have registered for staff visits.
Parks and Recreation Director Schultz provided an update on the Family Resource Center and the
Schwarz Pond Park.
10.b. Upcoming Community Calendar
Mayor Droste reviewed the calendar of events and upcoming meetings for the remainder of August.
The next City Council meeting will be held on Tuesday, August 20, 2019 starting at 7:00 p.m.
ADJOURNMENT
There being no further business to come before the City Council at the regular council meeting and
upon a motion by Droste the meeting was adjourned at 7:29 p.m.
