Minutes of the August 5, 2019 Work Session Proceedings ROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS AUGUST 5, 2019 CALL TO ORDER Pursuant to due call and notice thereof a work session of the Rosemount City Council was held on Monday, August 5, 2019, at 5:00 p.m. in the Conference Room at City Hall, 2875 145th Street West, Rosemount. Mayor Droste called the meeting to order at 5:00 p.m. with Council Members Block, Essler, Freske and Weisensel. • City Administrator Logan Martin • Public Works Director/City Engineer Brian Erickson • Director of Parks & Rec Dan Schultz • Finance Director Jeff May • Fire Chief Rick Schroeder • Police Chief Mikael Dahlstrom • Community Director Kim Lindquist • Recording Secretary Barikmo Guest(s) in attendance: • Fire Relief Representative, Ryan Slipka DISCUSSION 2.a. Fire Relief Association Update and Proposal Administrator Martin briefly discussed the Fire Relief Fund and explained the proposed increases. Fire Relief Representative, Ryan Slipka, explained to council the financial projections and the state aid portion of the fund. Mayor Droste expressed his concerns about being consistent with neighboring communities. Administrator Martin briefly explained where other comparable cities are at. Staff will call other cities to get updated information on fire fighter compensation. Fire Chief Schroeder explained that he has conducted exit interviews with all of the fire fighters that have left, and none of them stated they left due to compensation. Reasons for leaving were mostly: time, family, moving, or health. Council members Freske and Block discussed the hourly rate and expressed that it is comparably low to other cities. The Council requested that staff and council meet again to discuss revised numbers and adjustments needed to wage / pension at a future work session. Staff Updates Administrator Martin requested that Director of Community Development Lindquist provide an update on Rosewood Center before discussing item 2.b. Review Draft 2020 Budget. Ms. Lindquist explained that the developer, Mike Waldo, is finishing up the purchase agreement for the Shenanigans and mall properties. Shenanigans is looking at a commitment for the Class A Liquor License until 2021. Shenanigans plans to be open until spring 2020. The owner of Shenanigans is looking into relocating within Rosemount. Council expressed general support of the liquor license going forward. Ms. Lindquist discussed the Courteau property, located east of Akron Avenue and north of Hwy 42. Developers are currently interested in developing the site. The developers are proposing single family small lots and multi-family lots. In order for the development to proceed, there would have to be a land-use change. A pipeline runs through a portion of the property that would pose an issue for ROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS AUGUST 5, 2019 commercial development. Ms. Lindquist explained there has been a revision for Rosewood Center, located at the intersection of Hwy 42 and Hwy 3. The developer decided to rearrange the residential apartments and the retail units. The developer excluded the retail/commercial on the northern side of the property, but will still have it along Hwy 42. Parking for the apartments will be located underground. ADJOURNMENT The Council needed more time to complete the agenda, but adjourned with a motion from Droste, second by Essler. The meeting was adjourned at 6:52PM to regular City Council meeting located in the Council Chambers. CALL BACK TO ORDER Mayor Droste called the work session back to order at 7:32 PM in the Conference Room at City Hall, 2875 145th Street West, Rosemount. 2.b. Review Draft 2020 Budget Administrator Martin introduced the remaining budgets for discussion. The City has been averaging an annual levy growth of 3.07%. There has been an average annual growth of 2.2% for population. The average annual growth rate for the budget is 4.19%. Public Works Director Erickson explained the need for a new full-time employee for the Parks Department. The last full-time employee that was added was in January 2017. There has since been 6 acres of parks added. Parks & Recreation Director Schultz went over the needed maintenance in the parks and the shortage of staff. Council expressed support of this additional staff member. Administrator Martin reviewed statistics on projected growth, levy percentages, and tax increases. Council members and staff discussed the funding options and timelines for future projects, such as the water treatment plant, new facilities for the Police Department and Public Works Department, and a new recreation facility. Council member Freske requested to see the options for operations of the proposed rec center. Staff is engaging partners and gauging their interest in partnering on operations. Administrator Martin explained to staff and council that once there is a decision for the new recreation center, staff will bring Wold Architects back in to review the Police Department and Public Works Department. Once Wold Architects review the City’s options, staff and council will decide on a plan for how the new municipal facilities will be built and a land purchase will take place. UPDATES Council Member Freske requested to discuss annual council goals at a meeting in the fall. Councilmembers discussed information needed to prep for Tuesday’s Night to Unite events. ADJOURNMENT There being no further business to come before the City Council, the meeting was adjourned with a motion from Droste, second by Weisensel. The meeting was adjourned at 9:40 pm.
