ATTACHMENTS: ED Work Plan APPROVED BY: LJM RECOMMENDED ACTION: Information Item ISSUE Eric Van Oss joined the Community Development Department as the new Economic Development Coordinator on Monday, August 5, 2019. Eric has a Master’s degree in Urban and Regional Planning, with an emphasis in Economic Develoment from the University of Minnesota as well as a Bachelor’s in Economics and Politics from Claremont McKenna College in California. He recently worked as a Planning and Permitting Manager for WD Partners and has also held positions with the Minnesota Chamber of Commerce and the State of Alaska Division of Economic Development. RECOMMENDATION Information Item Economic Development Coordinator Work Plan This position will be leading business expansion and retention efforts for the City. This will include marketing Rosemount as a premier location for business relocation and growth in the Twin Cities. The ED initiatives are outlined below: 1. Update and reformat the Economic Development website. Revamp the existing website to streamline information in a more palatable format, while also incorporating more visual data. Monthly updates will account for new listings and development opportunities. 4th Quarter 2019 2. Create a comprehensive business listing database of all existing businesses within Rosemount. This data will also be used to schedule and track business visits. Within first 30 days 3. Reinvigorate business visit program, reach out to local businesses to schedule 2-4 Business Retention and Expansion visits monthly 4. Develop a standardized business survey and incorporate findings into the business database. 5. Develop a marketing campaign, including written collateral, and make contact with leaders/developers in each of the following industries: a. Reach out to developers and health organizations regarding Medical/Dental clinic development in Fall 2019 b. Contact 30 operational breweries in the metro area regarding interest in expanding into Rosemount in Fall 2019 c. Recruit casual dining and fast food 2019/2020 d. Pharmacy and Grocery 2019/2020 e. Industrial users on-going 6. Develop a monthly Economic Development Newsletter highlighting existing and new businesses as well as development opportunities. 7. Begin work on an annual “year-in-review” publication summarizing all 2019 development activity in addition to Rosemount’s demographic and economic trends. 8. Finalize available space and vacant land listing database and update the websites available land/space section bi-weekly. 9. Develop a real estate and commercial contact list. on-going 10. Prepare targeted informational materials for industry specific outreach. 11. Investigate and apply for DEED Redevelopment and Demolition grant programs for a February deadline 12. Investigate and apply for Met Council Livable Communities grants in winter 2019/2020. 13. Develop a list of local and regional Economic Development contact and provide monthly communication and updates. 14. Respond to all RFI and RFP inquiries from all interested parties. 15. Work with Chamber on Rosemount Home and Business Expo 16. Continue relationships with regional economic development groups including Greater MSP, Chamber of Commerce, DEED, etc 17. Work with Workforce Investment Board and ISD 196 to address worker shortage and worker training issues in Rosemount.
