REGULAR MEETING PROCEEDINGS
AUGUST 20, 2019
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held
on Tuesday, August 20, 2019, at 7:00 p.m. in the Council Chambers at City Hall, 2875 145th Street
West, Rosemount.
Mayor Droste called the meeting to order with Council members Weisensel, Block and Essler
attending. Council member Freske was absent.
Staff present included the following;
- City Administrator Martin - Planner Nemcek
- Director of Public Works/City Engineer Erickson
The Pledge of Allegiance was recited.
APPROVAL OF AGENDA
Motion by Weisensel Second by Block
Motion to Adopt the Agenda as presented.

PRESENTATIONS, PROCLAMATIONS, & ACKNOWLEDGMENTS
3.a. Mid-Year Update on Energy Action Plan
City Administrator Martin provided an overview of the city’s Xcel Energy’s Partners in Energy
(PIE) program which was adopted in 2018. A representative from Xcel presented the current status
and outcome of some of the progress that was made from the program, i.e. community wide energy
reduction, savings benefits for residents and business owners, numerous energy audits, etc.
Xcel made mention that those interested in an energy audit still have time to request an audit until
the end of the year by scheduling the appointment through Xcel’s website.
3.b. Xcel Certified Sites
City Planner, Anthony Nemcek highlighted the work staff completed with Xcel Energy to gather the
appropriate information for the site certification process. The City of Rosemount participated in
Xcel Energy’s site certification process to aid in attracting prospective developments. Xcel Energy
presented the importance of certifying sites and the benefit of certifying sites. For instance, Xcel will
promote and market Rosemount to potential developers by having Rosemount listed in their
marketing materials and website which Xcel showcases at tradeshows, client visits, etc.
Three sites were certified; 300 acre parcel at UMore Park, a 160 acre parcel controlled by OPUS, and
a 145 acre parcel located in the Rosemount Business Park.
Xcel Energy presented plaques to the City of Rosemount for completing the certification and
thanked staff and the city for partnering together during this process.

Council member Weisensel mentioned this process initiated in 2016 and highlighted that Rosemount
continues to put efforts to drive new interest to the area.

6.f. 145th Street Pedestrian Improvements, City Project 447: Authorize Progressive Rail
Crossing Agreement
Council member Weisensel pulled item 6.f. for further information for our residents. Director of
Public Works/City Engineer Erickson provided an overview of the agreement and future project
with Progressive Rail for additional pedestrian crossing surface on the north side of 145th Street
West.
Execution of the attached agreement authorizes Progressive Rail to order materials and schedule
work crews for the completion of the improvements. The construction will be completed by the
Progressive Rail workforce and funded by the City which is needed to be done to support the
installation of the sidewalk connection on the north side of 145th. The installation of the sidewalk on
the north side is anticipated to occur this fall. Council urges staff to continue to accelerate this
project to minimize any public safety issue in this area.

Motion to approve an Agreement with Progressive Rail, Inc. for an Improvement to
Existing Public Road at Grade Crossing at 145th Street West
Aye: Block, Droste, Essler, Weisensel
Nays: None. Motion carried.
6.i. Authorize MCES Sewer Connection and Maintenance Agreement for the Biscayne
Business Park. Project 2019-11
Council member Block pulled this item for further clarification regarding the agreement specifically
regarding the charges. Director of Public Works/City Engineer Erickson discussed the agreement
and potential future work to take place in this area. At the completion of construction, the sewer will
become city owned infrastructure. The MCES connection would be removed once city owned
sanitary service is extended south on Biscayne Ave. This sanitary sewer connection is required in
order to facilitate the development of this parcel, and the developer has escrowed funds to cover
this connection.

Motion to approving a Sewer Connection and Maintenance Agreement and Authorizing the
Mayor and City Clerk to enter into this Agreement.

NEW BUSINESS
9.a. 2019 Street Improvement Project (Connemara Trail), City Project 2019-01 Accept Bids /
Award Contract
Public Works Director/City Engineer Erickson provided an overview regarding the current status of
the 2019 Street Improvement Project (SIP). City staff received bids for the 2019 SIP, staff
recommended that Council reject all bids and authorize a reduced scope project, due to high costs of
bids received. This reduced scope project was for the western portion of Connemara Trail between
Diamond Path and Shannon Parkway as the road condition in this area is rated in poor condition.
One of the changes to be made that Mr. Erickson mentioned was the restriping of this section to
match Connemara to the east. This would create a continuous center left turn lane and a single lane
for the eastbound and westbound traffic. This would also create a shoulder area where none
currently exists. Council member Essler and Block had concerns regarding the flow of traffic from
Apple Valley to Rosemount on this roadway with the newly proposed striping.
Council member Essler is requesting staff to provide data supporting the decrease in lanes to ensure
the decrease is a better solution. Council member Essler also is requesting conversations to take
place with Apple Valley regarding their commitment to the proposed roundabout in this area.

Staff will follow up with a response at a future meeting. Being the concern is regarding striping, staff
has time to respond to these concerns and the concern does not have an impact on staff’s
recommendation to accept bids and award contract this evening.

ANNOUNCEMENTS
10.a. Staff Updates
City Administrator Martin highlighted several projects taking place, i.e. Wexford Project, CA Gear,
Public Storage Project, Sports Clips and Jersey Mikes. Mr. Martin also highlighted Eric Van Oss who
is the new Economic Development Coordinator at City Hall and highlighted Mr. Van Oss’s work
plan.
10.b. Upcoming Community Calendar
Mayor Droste reviewed the calendar of events and upcoming meetings for the remainder of August.
The next City Council work session and regular meeting will be held on Tuesday, September 3, 2019
starting at 5:00 p.m.
ADJOURNMENT
There being no further business to come before the City Council at the regular council meeting and
upon a motion by Droste second by Block the meeting was adjourned at 8:04 p.m.
