Minutes of the September 3, 2019 Work Session Proceedings ROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS SEPTERMBER 3, 2019 CALL TO ORDER Pursuant to due call and notice thereof a work session of the Rosemount City Council was held on Tuesday, September 3, 2019, at 5:00 p.m. in the Conference Room at City Hall, 2875 145th Street West, Rosemount. Mayor Droste called the meeting to order at 5:00 p.m. with Council Members Block, Essler, Freske and Weisensel.  City Administrator Martin  Public Works Director/City Engineer Erickson  Police Chief Dahlstrom  Director of Parks & Recreation Schultz  Finance Director May DISCUSSION 2.a. Review Draft Street Light Utility Administrator Martin briefly discussed the street light utility and its effects on the proposed 2020 budget. The City Attorney, Mary Tietjen, has drafted an ordinance establishing the utility. Staff and council members discussed the communication plan to let residents know of the new ordinance. When council decides to adopt the ordinance, there will be a public hearing for residents to attend. Staff will work on further communications and with the utility billing software so when residents pay their water bills online, they will see information regarding the ordinance. Staff stated that the goal with implementing the ordinance is to become consistent with the rest of the cities within Dakota County. 2.b. Review Draft 2020 Budget Administrator Martin briefly discussed two changes to the budget. The utilization of the SKB funds have been reduced and preliminary estimates for health insurance have increased the budget due to going to market. Staff will receive quotes in the coming weeks from insurance brokers. Council advised completing the adjustments to the budget before the next council meeting. Council requested that the tax increase should be below 6% for preliminary authorization in September. 2.c. Recreation Center Update Director of Parks & Recreation Schultz discussed the proposed recreation center. Staff has been working with the YMCA and District 196 to get their advice on the building. The YMCA stated that the proposed square footage would be too big for Rosemount based on their operation experiences. District 196 explained they would be interested with a lease agreement to use part of the spaces. Staff had a meeting with the property landowner located to the east of Akron Avenue and north of County Road 42. The landowner brought in a broker to discuss development potential of the site. The broker will complete additional site planning and present it to staff and the landowner. The architects that would be designing the recreation center stated that it takes 6 months to draw the plans. Staff and council discussed when they should give the architect the approval to start drawing to line up with when to bid the project, if the project were to proceed. Director of Parks & Recreation Schultz gave an overview on a reduced square footage center and how the amenities would be affected. At the October work session, staff will present a finalized ROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS SEPTERMBER 3, 2019 recommendation for the building and report whether the YMCA and District 196 will be included in further plans. Council expressed some hesitation with reducing some of the features in the building (i.e. court space), but acknowledged that pursuing this type of analysis is an important part of the process to ensure that the facility is right-sized for Rosemount. UPDATES 3.a. OpenGov 2.0 Implementation Administrator Martin moved item to the October work session. Council Updates Council member Freske questioned when the regional trail design will be started. The City is currently designing it to the County’s specifications. Trail should be ready for use by Spring 2020. Council member Weisensel discussed Charter’s service area. Charter is advertising that they cover rural areas when they do not cover the entire area, as advertised. Mayor Droste has reached out to Charter about the issue. ADJOURNMENT There being no further business to come before the City Council, the meeting was adjourned with a motion from Droste, second by Weisensel. The meeting was adjourned at 6:53 pm.
