Bonaire Path E, City Project 2018-02 Approve Change Order 3.docx EXECUTIVE SUMMARY City Council Meeting: September 17, 2019 AGENDA ITEM: Bonaire Path E, City Project 2018-02: Approve Change Order 3 AGENDA SECTION: Consent PREPARED BY: Brian Erickson, PE, Director of Public Works/City Engineer AGENDA NO. 6.l. ATTACHMENTS: Change Order 3 APPROVED BY: LJM RECOMMENDED ACTION: Motion to approve Change Orders 3 for additional work and materials required for Bonaire Path E, City Project 2018-03 BACKGROUND City Project 2018-03 is proposed to convert Bonaire Path East from the existing rural gravel section to a paved section. The project will also include utility work and improvements at the existing railroad crossing on Bonaire Path E to facilitate extending the City’s Quiet Zone. While performing the connection to the existing raw watermain, Eureka Construction discovered the size and location of the existing watermain was not consistent with the record drawings. The change order includes time for the utility crew to locate the existing watermain stub along with materials and labor to make the watermain connection. The contractor was unable to perform other work while project staff verified record drawings and the City’s water model and Comprehensive Plan to confirm the pipe size for installation. Additionally, this change order includes compensation for altering the contractor’s initial means and methods associated with pipe size change. The total cost for Change Order 3 is $9,273.65. Change Order 3 has been reviewed and approved by Minnesota Department of Transportation State Aid Office. COSTS & FUNDING This change order will increase the contract by approximately 0.5% for a total of $1,829,670.61 and will be paid through the Water Core Fund. Please note that the initial contract price was 18% lower than the engineer’s estimate, so this change order is not anticipated to significantly impact funding for the project. This project is scheduled in the 2018-2027 CIP. It is funded by a combination of MN State Bonding funds, MN State Aid funds, utility core funds, and special assessments of benefitting properties.
