ATTACHMENTS: Resolution APPROVED BY: LJM RECOMMENDED ACTIONS: Motion to Adopt a Resolution Receiving the Feasibility Report, Calling for the Improvement Public Hearing for Biscayne Avenue Improvement Project, City Project 2020-01. BACKGROUND With the current demand for trucking from the mining and construction in south-central Rosemount, development in the Business Park, along with anticipated future development of the University of Minnesota property, City Project 2020-01 is proposed to convert Biscayne Avenue from the existing rural gravel section to a paved section. The project would also include installation of trunk sanitary sewer and stormwater improvements. On September 4, 2018 the Council approved a contract for engineering services with Bolton & Menk for Biscayne Avenue Improvement Project, City Project 2020-01. Bolton & Menk authored a report on the feasibility of this project. Detailed project information is included in the Feasibility Report, available on file in the Engineering Department. The report found this project, as proposed, to be feasible, cost effective, and necessary. On February 7, 2019 staff hosted an open house for the property owners adjacent to Biscayne Avenue and property owners within the Business Park. Three property owners attended. A common concern was speeding on Biscayne Avenue and people dumping debris on the roadside. Staff also heard concerns about the drainage and spring flooding affecting the properties on the west side of Biscayne. The resolution calls the Public Improvement Hearing on October 15, 2019, which is a necessary step under the Minnesota Statutes Chapter 429. A full presentation of the proposed improvements will be made at that Hearing. COSTS & FUNDING The Feasibility Report estimated the project cost at $4,922,000 as tabulated below: This project is proposed to be funded in partnership with the University of Minnesota. It is scheduled in the 2019-2028 CIP. The City funding will include a combination of MN State-Aid funds, utility core funds, and special assessments of benefitting properties. A preliminary assessment roll is included in the Feasibility Report, additional benefit appraisal work is being performed which may adjust the amount to be assessed. Further discussion will be held on this prior to the assessment hearing to be scheduled in the spring of 2020. February 5, 2019, City Council passed a resolution supporting submission of a Local Road Improvement Program (LRIP) Grant from the Minnesota Department of Transportation (MnDOT) in the amount $1,000,000. The grant was submitted on March 1, 2019. Unfortunately, for that grant cycle, no funding was available, but MnDOT was seeking applications in order to demonstrate the need for continued funding and support by the legislature. As additional grant opportunities arise, staff will apply as appropriate. CC Improvement Hearing, Order Improvement and October 15, 2019 Authorize Preparation of Plans & Specs Begin Right-of-Way Process November 2019 CC Approve Plans & Specs and Order Advertisement for Bid January 2020 Bid Opening February 2020 CC Award Contract & Set Assessment Hearing February 2020 Public Open House March 2020 CC Assessment Hearing April 2020 Construction Start May 2020 Substantial Completion Fall 2020 RECOMMENDATION Staff recommends Council adoption of the attached resolution receiving the feasibility report and calling for the improvement public hearing for the Biscayne Avenue Improvement Project, City Project 2020-01.   CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2019 - XX A RESOLUTION ACCEPTING THE FEASIBILITY REPORT AND CALLING A PUBLIC HEARING FOR IMPROVEMENT FOR THE BISCAYNE AVENUE IMPROVEMENT PROJECT, CITY PROJECT 2020-01 WHEREAS, a report has been prepared by Bolton & Menk with reference to proposed Improvement No. 2020-01 for the improvement of Biscayne Avenue from Boulder Trail to 160th Street East (CSAH 46) and; WHEREAS, this report was received by the council on September 17, 2019, and; WHEREAS, the report provides information regarding whether the proposed improvement is necessary, cost-effective, and feasible; whether it should best be made as proposed or in connection with some other improvement; the estimated cost of the improvement as recommended; and a description of the methodology used to calculate individual assessments for affected parcels. NOW THEREFORE IT BE RESOLVED BY THE CITY COUNCIL OF THE CITY OF ROSEMOUNT, MINNESOTA: 1. The Council will consider the improvement of such street in accordance with the report and the assessment of abutting property for all or a portion of the cost of the improvement pursuant to Minnesota Statutes, Chapter 429 at an estimated total cost of the improvement of $4,922,000. 2. A public hearing shall be held on such proposed improvement on the 15th day of October 2019, in the Council Chambers of the City Hall at 7:00 p.m. and the clerk shall give mailed and published notice of such hearing and improvement as required by law.
