Adopt a Resolution Rejecting Bids Received on July 11, 2019 for 145th Street Improvement Project, City Project 447 2. Authorize the Advertisement for Bids for 145th Street Improvement Project, City Project 447 BACKGROUND On September 30, 2019, the City Council received plans and specifications for the 2019 Street Improvement Project, City Project 2019-01 and authorized advertisement for bids. This was for construction of the northern sidewalk connection. Because of rail signal work that is required, the southern sidewalk connection will be constructed with the 145th Street pavement improvement project, listed for 2023 in the CIP. On September 20, 2019, City staff received bids for the 145th Street Improvement Project, City Project 447. One bid was received. The results were verified by City-consultant, WSB, and are tabulated below: Total Bid Percentage of Engineer’s Estimate Ryan Contracting Company $80,800.00 110.4% Engineer’s Estimate $73,176.00 100.0% As only one bid was received at 10.4% above the Engineer’s Estimate, staff and our consultant recommend rejecting the bids. With only one bid, the competitive nature is difficult establish to ensure that the city would be getting the best price for this work. Additionally, the 2019 construction season has seen inconsistent bid openings in Dakota County and the greater metro area due to the following factors: 1. A large amount of development of open farm land is occurring in this part of the metropolitan area. Contractors generally prefer development projects in an open field to rehabilitation projects in existing neighborhoods due to conflicts with existing small utilities and existing residential property. 2 2. Concrete supply and labor limitations have increased pricing. 3. Weather delays last fall and this spring are keeping contractors busy with last year’s projects. It is anticipated that next year’s bidding season will be more stable. COSTS & FUNDING The table below shows the estimated total project cost. CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2019 – XX A RESOLUTION RECEIVING AND REJECTING BIDS FOR 145TH STREET PEDESTRIAN IMPROVEMENT PROJECT, CITY PROJECT 447 BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota, as follows: 1. All bids on construction of 145th Street Pedestrian Improvement Project, City Project 447, are hereby received and tabulated. 2. Based on the Total Bid, the bid of Ryan Contracting Company in the amount of $80,800.00 for the construction of said improvements is in accordance with the plans and specifications and advertisement for bids, and is the lowest responsible bid. 3. All bids shall be and hereby are rejected. 4. The City Clerk is hereby authorized and directed to return forthwith to all bidders the deposits made with their bids. A total of 1 bid was received. The bid was checked for mathematical accuracy and tabulated and there are no errors made on the Proposal Form. The bid tabulation indicates the low and only bidder as Ryan Contracting Company, Elko New Market, MN, in the amount of $80,800.00. The Engineer’s Estimate was $73,176.00. It’s our recommendation to reject the bid and consider rebidding the project at a later date.
