RECOMMENDED ACTION: Staff is recommending that the City Council receive the bids
for the CDBG ADA Park Upgrades and award the bid to the low bidder, JL Theis Inc., in the
amount of $24,428.
BACKGROUND
The City of Rosemount receives Community Development Block Grant (CDBG) funding on a regular basis
from the Dakota County Community Development Agency (CDA) for a variety of projects. One area where
the funds can be used is to increase access to public facilities though physical improvements that remove
barriers to those with special needs.
The Parks and Recreation Department has identified nine City parks that need ADA accessible ramps into
the playgrounds, and three ADA accessible concrete pads for our ADA accessible picnic tables. The project
was recently put out to bid and there was a total of five contractors who bid on the project. The bids were
reviewed by staff and it is recommended that the low bidder be awarded the project. Listed below are the
bid results:

The Community Development Block Grant (CDBG), one of the longest-running programs of the U.S.
Department of Housing and Urban Development, funds local community development activities with the
stated goal of providing affordable housing, anti-poverty programs, and infrastructure development.
RECOMMENDATION
Staff is recommending that the City Council receive the bids for the CDBG ADA Park Upgrades and award
the bid to the low bidder, JL Theis, in the amount of $24,428.
