BACKGROUND
At the October 1 regular meeting, Council is asked to approve the 2020 CIP expenditure to replace the
1996 Simon Duplx Aerial truck. This unit was purchased in October 1996 and is primarily used for high
angle rescue as well as high angle fire suppression. It also has a critical role to play in raising and lowering
firefighters on/off roofs of residential and commercial buildings as well as getting victims rescued from
elevated locations.
Over the years the current truck has had several maintenance issues, the most recent being a transmission
leak. This truck has had several issues with hydraulics and the operation of the aerial ladder which leaves it
motionless and inoperable. For instance, the aerial truck once completely stalled while fighting a fire at a
local business due to a charging issue. This truck will be over 25 years old by the time the new aerial in
service. Our current aerial also does not have the ability to provide an anchor point to raise/lower people
and equipment in a valley or a low area. These issues and more confirm the need for a new apparatus.
As part of this replacement process, an aerial truck committee was established with fire department
members that included the Fire Chief, Assistant Fire Chief, two Captains, one Lieutenant and four
Firefighters. Numerous unpaid hours were spent researching aerial trucks that included visits from three
different truck vendors and one plant visit. As a result of this committee and the bids received, a
recommendation was brought forth to move forward with the Rosenbauer Aerial truck.
The committee met with truck manufacturers Pierce, Fire Safety USA and Rosenbauer. After the visits the
committee created a spec list that was shared with all bidders. A total of 3 bids were received. The
Rosenbauer truck stood out to the committee and they were able to provide the most complete truck.
Staff estimated the apparatus to cost $1.2M. The bids for each truck were as follows:
Fire Safety USA $1,137,500 (quote did not meet specs)
Pierce Manufacturing $1,191,933
Rosenbauer Inc. $1,165,671 (including $25K trade in)
Funding for this expenditure is planned for in the 2020 Capital Improvements Plan, with the first payment
of a five-year lease-purchase program anticipated for 2021. Rosenbauer partners with a finance agency to
offer a five-year lease purchase option, which staff would recommend. The annual payment is projected
to be $204,817, which is less than our anticipated cost in the CIP of $252,000.

RECOMMENDATION
Staff recommends the Council discuss the purchase of a 2020 Rosenbauer Aerial Truck. This item will be
presented for formal consideration as part of the October 1 regular meeting.

The attachments below include the E-ONE engineering drawings and the current build
component list for said vehicle my friend. Mark Schmitt and I both agree that this is the only
potential 100' E-ONE Steel Aerial Platform that could in fact be delivered early next year.
Additionally, because of the date it was placed into their build schedule it is also at a price
point a full 5% less minimally from quoting you a brand new build that would be quoted at
around 15 month build time.
This vehicle is scheduled to come off line in the first quarter of 2020 and Mark Schmitt has
confirmed special discounting should you want to consider it for a 2020 delivery.
Thie price point as configured currently below could be discounted clear down to
$1,137,500.00 which is the absolute best value E-ONE can quote to youe fire department and
community at this time. Providing a quote to you for a build as close to your requirements on
our newest Cyclone cab would exceed the $1,200,000.00 price point that you had expressed
was to high for the City of Rosemount to consider and it would be quoted at not less than (15)
months from date of order.
Please share this information with Fire Chief Richard Schroeder and let me know if the two of
you would like to meet with me to discuss further.
The REV Group currently has low simple interest Municipal Purchase Lease Financing available
and payments can be structured anywhere from 5, 7, 10, and even in some cases up to 12 full
years and the first annual payment is typically scheduled one full year after loan
commencement.

All of which are to be built in accordance with the specifications, and drawing attached which are made a part of this
agreement and contract. Total contract price includes required HGAC interlocal agreement fee and also three (3) day
aerial apparatus familiarization class. NO ADDITIONAL TAXES OR FEES APPLY
**CHASSIS AND AERIAL PORTION ARE TO BE PROGESS PAID FOR IN THE AMOUNTS
SHOWN ABOVE UPON THEIR RESPECTIVE COMPLETION AND ARRIVAL AT THE
APPARATUS MANUFACTURERS FACILITY OR ADDITIONAL INTEREST CHARGES WILL
APPLY.
Delivery: The delivery time for the completed apparatus, is to be made 365 calendar days after receipt of and approval
of this contract duly executed or City Purchase order with matching payment and delivery terms. (Chassis must
arrive within 210 days or delivery may be delayed) subject to all causes beyond the Company’s control. Quoted 365
calendar day delivery time is subject to a $100.00 per day penalty clause for each day beyond the 365 calendar
days. The quoted delivery time is based upon our receipt of the specified materials required to produce the apparatus in a
timely manner. The Company can not be held responsible for delays due to Acts of God, Labor Strikes, or Changes in
Governmental Regulations that result in delayed delivery to our manufacturing facilities of these specified materials.
This delivery estimate is based on the Company receiving complete and accurate paperwork from the Buyer and that no
major changes take place during pre-construction, mid point inspections or final inspections. Changes required or
requested by the Buyer during the construction process may be cause for an increase in the number of quoted days
required to build said apparatus, to which the buyer would be notified before their approval of change(s) and any
additional delivery days required to be added.
Payment Terms: Final balance payment for the apparatus shall be made upon acceptance of completed vehicle. It is
the responsibility of the Buyer to have full payment ready when the apparatus is complete and ready for acceptance
inspection. If payment is delayed or delivery is delayed pending payment, a daily finance and storage fee may apply.
Upon acceptance of the apparatus by the Buyer, Buyer agrees to provide all liability and physical damage insurance. It
is further agreed that if on delivery and test, any defects should develop, the Company shall be given reasonable time to
correct same.
The amount in this proposal shall remain firm for 30 days. Respectfully submitted,
