REGULAR MEETING PROCEEDINGS
SEPTEMBER 17, 2019
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held
on Tuesday, September 17, 2019, at 7:00 p.m. in the Council Chambers at City Hall, 2875 145th
Street West, Rosemount.
Mayor Droste called the meeting to order with Council Members Freske, Weisensel, and Block
attending. Council Member Essler was absent.
Staff present included the following;
- City Administrator Martin - Director of Public Works/City Engineer Erickson
- Assistant City Engineer Smith - Parks and Recreation Director Schultz
- Finance Director May - Police Chief Dahlstrom
The Pledge of Allegiance was recited.
APPROVAL OF AGENDA
Motion by Weisensel Second by Freske
Motion to Adopt the Agenda as presented.
Ayes: 4.
Nays: None. Motion carried.
PRESENTATIONS, PROCLAMATIONS, & ACKNOWLEDGMENTS
3.a. Police Swearing In – Eckstein and Hanson
Chief of Police Dahlstrom introduced the new officer Kip Hanson. Mayor Droste performed the
swearing in of Officer Hanson.
Chief of Police Dahlstrom introduced Sergeant Eckstein and briefly highlighted Eckstein’s
accomplishments with Rosemount Police Department. Mayor Droste performed the swearing in of
Sergeant Eckstein.
3.b. Recognition of Stormwater Mural
Public Works Director/City Engineer Erickson recognized the artist, Laura Johnson, who
completed the stormwater murals located around Rosemount City Hall.
Laura Johnson thanked the City for letting her work on the mural. Laura briefly explained that the
idea behind her art was the celebration of water.
Motion by Weisensel Second by Block
Motion to accept a labor donation in the amount of $6,050 to the City of Rosemount for
the painting of a stormwater mural at the Splash Pad, City Hall Parking Lot and on 145 th St
W.

3.c. Special Event Update – Fall Food Truck Festival
Parks and Recreation Director Schultz provided an update on the festival taking place of Saturday,
September 21st, and the lineup of the entertainment.
PUBLIC COMMENT
Rachel Miller, with HealthEast Ambulance, explained to council and staff that they are trying to be
more involved in the community. A HealthEast representative plans on attending council meetings
on a quarterly basis to be more aware of city events.

6.g. Declaration of Surplus Property – Finance Department
Council member Block questioned if the City is selling equipment that is still functional. Finance
Director May advised if the equipment is in proper working order the City does attempt to sell the
property to recoup the costs.

Motion to declare the items listed in the attached Fixed Asset List as surplus property and
for staff to appropriately dispose of the items.

Nays: None. Motion carried.
PUBLIC HEARINGS
7.a Adopt Assessment Roll Bonaire Path E, City Project 2018-03
Director of Public Works/City Engineer Erickson provided a brief overview of the project. There
has been one change to the assessment roll due to the Greystone 5 th addition.
Assistant City Engineer Stephanie Smith gave presentation about the project’s location, costs and
details.
Mayor Droste opened the public hearing at 7:35 p.m.
No public comment.

Motion to close public hearing at 7:35 p.m.

Motion by Weisensel Second by Block
Motion to Adopt a Resolution Adopting the Assessment Roll for the Bonaire Path
E, City Project 2018-03.
Ayes: Freske, Weisensel, Block, Droste
Nays: None. Motion carried.

9.a. Street Light Utility Ordinance – First Reading
Director of Public Works/City Engineer Erickson provided a brief overview of the streetlight utility.
Administrator Martin explained that once the ordinance has been approved, staff will send a city-
wide mailing notifying residents of the change.
Council member Freske clarified that the fees are preexisting, and that the revenue source has just
shifted. Administrator Martin confirmed that the fees were in the operating budget that was paid for
by the tax levy. The fees will now be shifted and paid for by the utility bills.

Council member Weisensel questioned the notification of the new ordinance and if staff will use
other outlets for publications. Administrator Martin agreed that a notice will be included in a future
newsletter and on social media pages.

Motion to approve the first reading of the Street Light Utility Ordinance.
Ayes: 4
Nays: None. Motion carried.
9.b. 2020 Budget
Administrator Martin presented gave the City’s Preliminary Operating Budget and Preliminary Levy
for 2020. Martin discussed and highlighted any significant changes within each of the departments.
There is a preliminary increase of 4.99% to the operating budget. A preliminary levy maximum is
being established at this meeting and is currently proposed at a 5.89% increase.
Council member Freske asked how Rosemount’s tax levy increase compares to other cities in
Dakota County. Administrator Martin explained that Rosemount is in the middle to bottom range of
tax increases across the county, based on preliminary discussions he has had with staff from other
cities.

Motion to Adopt a Resolution Setting the Preliminary 2020 General Fund Operating
Budget, the Preliminary 2020 C.I.P. Budgets, the Preliminary 2020 Insurance Budget,
the Preliminary 2020 Port Authority Operating Levy and the Preliminary 2019 Levy,
and a Budget Hearing Date of December 3, 2019 at 7:00 p.m. at City Hall.
Ayes: Block, Droste, Freske, Weisensel
Nays: None. Motion carried.
ANNOUNCEMENTS
10.a. Staff Updates
Director of Public Works/City Engineer Erickson provided updates on several ongoing city
projects.
10.b. Upcoming Community Calendar
Mayor Droste reviewed the calendar of events and upcoming meetings for the remainder of
September and October. The next City Council work session and regular meeting will be held on
Tuesday, October 1, 2019 starting at 5:00 p.m.

ADJOURNMENT
There being no further business to come before the City Council at the regular council meeting and
upon a motion by Droste and second by Freske the meeting was adjourned at 8:12 p.m.
