BACKGROUND
Staff has been notified that the agreements have been made relating to purchase of the two properties
needed for the Downtown redevelopment project. In order to assess timing and approvals needed, staff
met with Ron Clark Construction and Design representatives Mike Waldo and Mike Roebuck earlier this
week.
Planning applications and approvals for planning and financing are tentatively planned for fall/winter 2019
with anticipated work beginning in April 2020. Once final approvals have been granted, staff may begin to
apply for redevelopment grants through DEED, Met Council, and Dakota County CDA so long as it
appears that the project would be a viable candidate for approval and the timing for the grant process
would not unduly delay the project start.
Below is the tentative schedule of events:

November 18 – Receive Planning Application

November 19 – TIF Discussion at Port Authority meeting

December 10 – Neighborhood Meeting sponsored by the developer

December 16 – Planning Commission public hearing

December 17 – Port Authority Discussion of project and financing, including draft development contract

January 7 or 21 – Final planning approvals by Council and TIF approval by Council and Port
RECOMMENDATION
No action needed at this time. Staff will provide information at the Port Authority meeting as it becomes
available.
