Minutes of the October 1, 2019 Work Session Proceedings ROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS OCTOBER 1, 2019 CALL TO ORDER Pursuant to due call and notice thereof a work session of the Rosemount City Council was held on Tuesday, October 1 2019, at 5:05 p.m. in the Conference Room at City Hall, 2875 145th Street West, Rosemount. Mayor Droste called the meeting to order at 5:05 p.m. with Council Members Block, Essler, Freske. • City Administrator Logan Martin • Director of Parks & Rec Dan Schultz • Fire Chief Schroeder • Police Chief Dahlstrom • Community Director Lindquist Members of the Fire Department included Assistant Fire Chief Jim Voelker, Ryan Slipka and Scott Engeleman DISCUSSION 2.a. Replacement of 1996 Aerial Ladder Fire Truck Chief Schroeder and Assistant Fire Chief Jim Voelker presented the history of the 1996 Aerial Ladder Fire Truck and the critical role this truck plays for firefighters. Council members discussed the impact the purchase would have on taxes and the potential costs incurred should the city not purchase a new one. Council members were all in agreeance a new aerial truck is necessary and agreed upon moving forward with the Rosenbauer Aerial Truck. 2.b. Discuss Firefighter Compensation Package City Administrator Martin briefed council on the staff’s latest update regarding the firefighter compensation based on direction from the August council work session. Martin presented how Rosemount Firefighters are compensated in comparison to other metro cities. Martin highlighted different options on how to move forward; i.e., start with a new hourly base and then increase hourly rates with the cost of living provided to other city employees. Council members agreed an increase in wage needs to occur for retaining and recruiting firefighters as there is currently a need for more firefighters. Staff intends to prepare different compensation scenarios and bring the scenarios back to council at a later meeting to decide on how to move forward. UPDATES Water Bill Discussion City Administrator Martin mentioned staff has been working on improving the way water bills are issued as staff and council have received a high level of resident feedback lately regarding the billings. Council member Essler suggested further educating and communicating to residents what a second meter is and what a second meter is utilized for. ROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS OCTOBER 1, 2019 Council members are requesting that staff research what other cities do for utility billings, i.e. monthly or quarterly billings and whether other cities offer a second meter. Staff will work on this request and bring the findings back to council for review. ADJOURNMENT TO REGULAR COUNCIL MEETING There being no further business to come before the City Council, the meeting was adjourned to the regular council meeting with a motion from Droste, second by Essler. The meeting was adjourned at 6:55 p.m. CALL BACK TO ORDER Mayor Droste called the work session back to order at 8:23 p.m. with Council members Block, Essler and Freske. UPDATES 3.a. Community Development Projects Director of Community Development Lindquist discussed the land south of 120th Street West and to the west of Bacardi Avenue and discussed the proper land use for this area as a developer has shown interest in the area. Council member Freske, Block and Essler agreed with having the land use be rural residential as keeping the land use rural offers a housing variety to Rosemount. Other items brought up were the broadband issue to the north and Highway 3 entrance issues in this area. Ms. Lindquist also provided updates regarding CA Gear and the downtown project. Director of Parks & Recreation Schultz provided an update on current projects; Schwarz Pond Park, Family Resource Center, and the Skate Park. 3.b. Update on 2019-2020 Goals Progress City Administrator Martin provided an overview of the current status of where the progress is at with the City’s 2019-2020 goals. Mr. Martin also presented an Opengov presentation which highlights several of the city’s trackable goals. Council members suggested staff discuss internally how to better communicate projects and how to ensure the message is presented clearly to residents. COUNCIL UPDATES Council member Block questioned the progress regarding the speed limit along 145th Street West. City Administrator Martin intends to connect with Public Works to ensure signs are placed enforcing one speed on 145th Street West. Council member Block also mentioned she will be meeting with students and high school staff in effort to welcome residents and students to attend more council meetings. Mayor Droste recapped a recent board meeting the Mayor attended at Dakota County regarding transportation and busing. ROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS OCTOBER 1, 2019 ADJOURNMENT There being no further business to come before the City Council, the meeting was adjourned with a motion from Droste, second by Block.
