Autumn Path Improvement Project, City Project 2019-07
BACKGROUND
On November 19, 2013, the City Council received the Feasibility Report for public improvements
related to the Bella Vista development. One of the roads identified in the report was Autumn Path.
Autumn Path’s alignment is proposed to weave between the Bella Vista property and the
neighboring property (PID 34-02200-25-010). As the neighboring property has not dedicated
needed right-of-way, Autumn Path has not yet been constructed. The developer does not have
access to the future Bella Vista 7th Addition until Autumn Path is constructed.
On June 4, 2019, the City Council approved the final plat for Caramore Crossing on the neighboring
property (PID 34-02200-25-010). A condition of approval for this plat is the dedication of a
roadway, drainage and utility easement to allow construction of Autumn Path to the northern
property line. The Caramore Crossing developer, DR Horton, intends to plat and dedicate the
easement in spring of 2020. In order to begin construction of Autumn Path early spring/summer of
2020, the design work would be scheduled for winter 2019.
The Autumn Path Improvement Project, City Project 2019-07, would consist of construction of a
32-foot wide asphalt collector roadway with curb and gutter. Pedestrian facilities will include trail
and sidewalk. Storm pipe will be constructed to ponds within the Bella Vista development.
Watermain will be installed the full length of the road and some sanitary sewer will be installed for
connection to the future Bella Vista 7th addition and trunk connections.

DISCUSSION
The City Engineer requested a proposal from WSB, as a member of the previously selected
engineering pool, to perform the design work on this project. WSB is familiar with this area and type
of project as that firm prepared plans and specifications for many projects in the City. WSB’s
proposal in the amount of $157,004 provides the necessary engineering services to complete design
and bidding of the Autumn Path Improvement Project, City Project 2019-07.
The resolution orders the preparation of an update to the original 2013 feasibility report which is a
necessary step under the Minnesota Statutes Chapter 429. This chapter specifies the actions that
must be taken in order to assess property owners for all or a portion of the cost of local
improvements. It should be noted that Lennar, as the developer of Bella Vista, has agreed to their
portion of funding for Autumn Path during development. The feasibility report will provide
information regarding whether the proposed improvements are necessary, cost-effective and
feasible.
The following information will be included in the report:
• Existing conditions with detailed information on the existing materials
• Proposed improvements
• Detailed cost estimates and proposed funding sources
• Estimated assessments
COSTS & FUNDING
The design and construction costs for the Autumn Path Improvement Project, City Project 2019-07,
are budgeted in the proposed 2020-2029 CIP in the amount of $1,510,000 for 2022. The street
improvements will be funded by developer fees, assessment of abutting properties and the Street
Improvement Project Fund. Utility work would be funded by the respective utility core funds. A
detailed cost estimate will be prepared as part of the Feasibility Report.
RECOMMENDATION
Staff recommends Council accept the proposal for engineering services to WSB and adopt a
resolution to authorize preparation of a feasibility report for the Autumn Path Improvement
Project, City Project 2019-07.

A RESOLUTION AUTHORIZING THE PREPARATION
OF A FEASIBLITY REPORT FOR THE
AUTUMN PATH IMPROVEMENT PROJECT
CITY PROJECT 2019-07
WHEREAS, it is proposed to construct an extension of Autumn Path from Bonaire Path to
approximately 2600 feet north, and;
WHEREAS, it is proposed to assess the benefited properties for all or a portion of the cost of the
improvement, pursuant to Minnesota Statues, Chapter 429.
NOW THEREFORE BE IT RESOLVED, that the proposed improvement, called Autumn
Path Improvement Project (City Project 2019-07), be referred to the City Engineer for study and
that the City Engineer is instructed to report to the Council with all convenient speed advising the
Council in a preliminary way as to whether the proposed improvement is necessary, cost effective
and feasible; whether it should best be made as proposed or in connection with some other
improvement; the estimated cost of the improvement as recommended; and a description of the
methodology used to calculate individual assessments for the affected parcels.
