RECOMMENDED ACTIONS: Motion to Adopt a Resolution Ordering the Improvement and
the Preparation of Plans and Specifications for Biscayne Avenue Improvement Project, City
Project 2020-01.
BACKGROUND
With the current demand for trucking from the mining and construction in south-central
Rosemount, development in the Business Park, along with anticipated future development of the
University of Minnesota (UMore) property, City Project 2020-01 is proposed to convert Biscayne
Avenue from the existing rural gravel section to a paved section. The project would also include
installation of trunk sanitary sewer and stormwater improvements.
On September 4, 2018 the Council approved a contract for engineering services with Bolton &
Menk for Biscayne Avenue Improvement Project, City Project 2020-01. Bolton & Menk authored a
report on the feasibility of this project. Detailed project information is included in the Feasibility
Report, which is available on file in the Engineering Department. The report found this project, as
proposed, to be feasible, cost effective, and necessary.
On February 7, 2019 staff hosted an open house for the property owners adjacent to Biscayne
Avenue and property owners within the Business Park. Three property owners attended. A common
concern was speeding on Biscayne Avenue and people dumping debris on the roadside. Staff also
heard concerns about the drainage and spring flooding affecting the properties on the west side of
Biscayne.
On September 17, 2019, the Rosemount City Council received the Feasibility Report and called for
the Public Improvement Hearing on October 15, 2019, which is a necessary step under the
Minnesota Statute Chapter 429.

PROPOSED IMPROVEMENTS
The existing gravel roadway is proposed to be paved to a three-lane typical section with a center turn
lane. A new 8-foot wide asphalt trail is proposed as there is currently no pedestrian facility on this
section of Biscayne Avenue. This trail would connect to an existing trail at both the north and south
ends of the project corridor.
Sanitary sewer will be installed from Boulder Trail to 157th Street (Biscayne Business Park) to
provide City service to this area. Watermain stubs to undeveloped properties will be installed per the
2040 Comprehensive Water Plan.
In order to treat runoff stormwater from the new impervious surface created by the project, new
infiltration basins are proposed along the west side of the roadway.
COSTS & FUNDING
The Feasibility Report estimated the project cost at $5,000,000 as tabulated below:
This project is proposed to be funded in partnership with the University of Minnesota. It is
scheduled in the 2019-2028 CIP. The City funding will include a combination of MN State-Aid
funds, utility core funds, and special assessments of benefitting properties. A preliminary assessment
roll is included in the Feasibility Report, however additional benefit appraisal work is being
performed which may adjust the amount to be assessed. Further discussion will be held on this
prior to the assessment hearing to be scheduled in the spring of 2020.

On February 5, 2019, City Council passed a resolution supporting submission of a Local Road
Improvement Program (LRIP) Grant from the Minnesota Department of Transportation (MnDOT)
in the amount $1,000,000. Unfortunately, for that grant cycle, no funding was available, but
MnDOT was seeking applications in order to demonstrate the need for continued funding and
support by the legislature. As additional grant opportunities arise, staff will apply as appropriate.

Should the Council approve this resolution, the proposed project schedule is shown below. Items
marked “CC” will require City Council approval in order to move forward with the project.

RECOMMENDATION
Staff recommends Council adopt the attached resolution ordering improvement and preparation of
plans for the Biscayne Avenue Improvement Project, City Project 2020-01.

A RESOLUTION ORDERING THE IMPROVEMENTS AND
PREPARATION OF PLANS FOR
BISCAYNE AVE IMPROVEMENT PROJECT, CITY PROJECT 2020-01
WHEREAS, a resolution of the City Council adopted the 17th day of September, 2019, fixed a date
for a Council hearing on City Project 2020-01 for the improvement of Biscayne Avenue from
Boulder Trail to 160th Street (CSAH 46) and;
WHEREAS, ten days’ mailed notice and two weeks published notice of the hearing was given, and
the hearing was held thereon on the 15th day of October, 2019, at which all persons desiring to be
heard were given an opportunity to be heard thereon.
NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
ROSEMOUNT MINNESOTA:
1. Such improvement is necessary, cost-effective, and feasible as detailed in the feasibility
report.
2. Such improvement is hereby ordered as proposed in the council resolution adopted 15th day
of October, 2019.
3. Such improvement has no relationship to the comprehensive municipal plan.
4. Bolton and Menk, Inc. is hereby designated as the engineer for this improvement. The
engineer shall prepare plans and specifications for the making of such improvement.
5. The city council declares its official intent to reimburse itself for the costs of the
improvement from the proceeds of tax exempt bonds.
