Minutes of the October 15, 2019 Regular Meeting ProceedingsROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS OCTOBER 15, 2019 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, October 15, 2019, at 7:00 p.m. in the Council Chambers at City Hall, 2875 145th Street West, Rosemount. Mayor Droste called the meeting to order with Council Members Freske, Essler, Weisensel and Block attending. Staff present included the following; - City Administrator Martin - Assistant City Engineer Smith The Pledge of Allegiance was recited. APPROVAL OF AGENDA Motion by Weisensel Second by Essler Motion to Adopt the Agenda as presented. Ayes: 5. Nays: None. Motion carried. PRESENTATION 3.A. POLICE OFFICER OATH OF OFFICE – MURPHY Mayor Droste officially swore in Officer Casey Murphy. 3.B. POLICE OFFICER OATH OF OFFICE – KAISER Mayor Droste officially swore in Officer Dan Kaiser. 3.C. SPECIAL EVENT UPDATE – HAUNTED WOODS TRAIL Director Schultz introduced the committee chair and co-chair who acknowledge the 2019 Halloween Trail will take place at Central Park on Saturday, October 26th from 6:00 pm – 8:00 pm. The event is free and the committee will be collecting nonperishable foods and are accepting free will donations. PUBLIC COMMENT None ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS OCTOBER 15, 2019 CONSENT AGENDA Motion by Weisensel Second by Freske Motion to Approve the Consent Agenda a. Bills Listing b. Minutes of the October 1, 2019 Work Session Proceedings c. Minutes of the October 1, 2019 Regular Meeting Proceedings d. Community Center Armory Maintenance Agreement e. Family Resource Center Project - Change Order #2 f. Horseshoe Lake Park Project - Change Orders #1 and #2 g. Approval of Fair Housing Policy h. Autumn Path Improvement Project, City Project 2019-07: Accept Quotes and Authorize a Contract for Engineering Services and Order Feasibility Report Update i. Budget Amendments Ayes: Weisensel, Block, Droste, Essler, Freske Nays: None. Motion carried. PUBLIC HEARINGS 7.a. Biscayne Avenue Improvement Project, City Project 2020-01: Order Improvement and Preparation of Plans Assistant City Engineer Smith highlighted the upcoming project and presented a PowerPoint overviewing the project. Ms. Smith discussed the proposed work to be done, the cost, and timeline of the project. The design engineer from Bolton & Menk was present and answered concerns relating to the flooding that has taken place in the area in the past and how this project should improve those issues. Mayor Droste opened the public hearing at 7:27 p.m. Sandra Rahn of 15247 Biscayne Avenue West Ms. Rahn questioned whether she would have access in and out of her driveway anytime she wants to with her horse trailer? Ms. Smith responded informing her that staff will be in contact about the access closer to the project, but there will be some sort of access on and off owner’s property during the construction. Ms. Rahn also mentioned the concern about trucks not following the “No Truck” signs on Biscayne Avenue and trucks continue to utilize Biscayne Avenue and speed. Staff informed residents that staff will be passing this concern over to the police department to monitor. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS OCTOBER 15, 2019 Gary Pahl, Owner of Limited Partnership Mr. Pahl expressed his concerns that back in early 2000’s, Biscayne Avenue funded at that time and how his property was zoned in the CIP for high density housing. Mr. Pahl questioned how much the U of M would be paying for the assessments as the U of M heavily utilizes Biscayne Avenue with their trucks. Mr. Martin confirmed the U of M will be paying an assessment and Ms. Smith added a public hearing will be held at a future council meeting discussing the proposed assessments. Mr. Pahl also suggested having the pedestrian trail should be placed on the east side versus the west side as the west side will be where majority of people will reside. Dave Wachter 15247 Biscayne Ave Mr. Wachter expressed concern regarding the number of hills and high points on the road and suggested those areas be flattened. Mr. Wachter also questions whether a holding pond is still being considered on his property. Ms. Smith confirmed staff is still considering a holding pond on his property and should council approve; staff will start the steps of the right of way process. Motion by Droste Second by Weisensel Motion to close public hearing at 7:42 p.m. Ayes: 5. Nays: 0. Motion by Weisensel Second by Freske Motion to Adopt a Resolution Ordering the Improvement and the Preparation of Plans and Specifications for Biscayne Avenue Improvement Project, City Project 2020-01. Ayes: Block, Droste, Essler, Freske, Weisensel Nays: None. Motion carried. Council member Weisensel is requesting the police department monitor Biscayne Avenue to see how active the roadway is especially with the truck traffic. Staff will follow up at a future meeting with their findings. ANNOUNCEMENTS 10.a. Staff Updates City Administrator Martin highlighted Connemara Trail between Diamond Path and Shannon Parkway updates, repainting of the water tower on Chippendale Avenue and the process going forward regarding utility bills and the discontinuation of second meters. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS OCTOBER 15, 2019 10.b. Upcoming Community Calendar Mayor Droste reviewed the calendar of events and upcoming meetings for October. The next City Council meeting and work session will be held on Monday, November 4, 2019 starting at 5:00 p.m. ADJOURNMENT There being no further business to come before the City Council at the regular council meeting and upon a motion by Droste and second by Freske the regular meeting was adjourned at 7:49 p.m. to the special work session in the conference room.
