RECOMMENDED ACTION: Motion to Adopt a Resolution Authorizing the Preparation of a
Feasibility Report for the Deepwoods Court Improvement Project, City Project 2020-03
BACKGROUND
This spring, staff received a petition from residents living on Deepwoods Court concerned about the
condition of their road. Deepwoods Court is listed in the 2019 - 2028 Capital Improvement Plan for
rehabilitation in 2022. As the pavement condition rapidly deteriorated during the 2018/2019 winter, staff
recommends moving the project forward to construction in 2020.
On April 25th, 2019 city staff hosted a neighborhood meeting for the residents of Deepwoods Court where
7 out of 8 property owners and families attended. The residents expressed their concerns about the road
condition and were supportive of moving the project to 2020.
The Deepwoods Court Improvement Project, City Project 2020-03, would consist of full depth reclaim
and minor storm utility work. This street is outside the Metropolitan Urban Service Area (MUSA), so
water and sanitary sewer improvements are not included.
DISCUSSION
The City Engineer requested proposals to perform the design work on this project. WSB was selected as
the engineering firm to complete this work, based on their competitive quote. WSB is familiar with this
area and type of project as that firm prepared numerous plans and specifications for work within the City
of Rosemount. WSB’s proposal in the amount of $66,420.00 provides the necessary engineering services
to complete design, bidding and construction administration of the Deepwoods Court Improvement
Project, City Project 2020-03.
The resolution orders the preparation of a feasibility report which is a necessary step under the Minnesota
Statutes Chapter 429. This chapter specifies the actions that must be taken in order to assess property
owners for all or a portion of the cost of local improvements. The feasibility report will provide
information regarding whether the proposed improvements are necessary, cost-effective and feasible.

The following information will be included in the report:
• Existing conditions with detailed information on the existing materials
• Proposed improvements
• Detailed cost estimates and proposed funding sources
• Estimated assessments
COSTS & FUNDING
The project costs for the Deepwoods Court Improvement Project, City Projects 2020-03, are budgeted in
the 2019-2028 CIP (as part of a larger project). The street improvements will be funded by the Street
Improvement Fund and assessment of abutting properties. The storm utility work would be funded by
the Storm Utility Fund. A detailed estimate will be prepared as part of the Feasibility Report.
RECOMMENDATION
Staff recommends Council adopt the resolution to authorize preparation of a feasibility report for the
Deepwoods Court Improvement Project, City Project 2020-03.

A RESOLUTION AUTHORIZING THE PREPARATION
OF A FEASIBLITY REPORT FOR THE
DEEPWOODS COURT IMPROVEMENT PROJECT
CITY PROJECT 2019-03
WHEREAS, it is proposed to improve Deepwoods Court from the intersection of McAndrews
Road (CSAH 38) to the cul-de-sac with a full depth reclamation, and;
WHEREAS, it is proposed to assess the benefited property for all or a portion of the cost of the
improvement, pursuant to Minnesota Statues, Chapter 429, and;
NOW THEREFORE BE IT RESOLVED, that the proposed improvement, called Deepwoods
Court Improvement Project (City Project 2020-03), be referred to the City Engineer for study and
that the City Engineer is instructed to report to the Council with all convenient speed advising the
Council in a preliminary way as to whether the proposed improvement is necessary, cost effective
and feasible; whether it should best be made as proposed or in connection with some other
improvement; the estimated cost of the improvement as recommended; and a description of the
methodology used to calculate individual assessments for the affected parcels.
