ATTACHMENTS: Resolution; Map APPROVED BY: LJM RECOMMENDED ACTION: Motion to Adopt a Resolution Receiving the Feasibility Report Update for the Autumn Path Improvement Project, City Project 2019-07 and Call the Improvement Public Hearing for the Autumn Path Improvement Project, City Project 2019- 07. BACKGROUND On November 19, 2013, the City Council received the Feasibility Report for public improvements related to the Bella Vista development. One of the roads identified in the report was Autumn Path. Autumn Path’s alignment is proposed to weave between the Bella Vista property and the neighboring property (PID 34-02200-25-010). As the neighboring property has not dedicated needed right-of-way, Autumn Path has not yet been constructed. The developer does not have access to the future Bella Vista 7th Addition until Autumn Path is constructed. On June 4, 2019, the City Council approved the final plat for Caramore Crossing on the neighboring property (PID 34-02200-25-010). A condition of approval for this plat is the dedication of a roadway, drainage and utility easement to allow construction of Autumn Path to the northern property line. The Caramore Crossing developer, DR Horton, intends to plat and dedicate the easement in spring of 2020. In order to begin construction of Autumn Path early spring/summer of 2020, the design work would be scheduled for winter 2019. On October 15, 2019, the City Council approved a contract for engineering services with WSB and ordered an update of the Feasibility Report for Autumn Path that was included with the Bella Vista development. Detailed project information is included in the Feasibility Report available on file in the Engineering Department. The report found this project, as proposed, to be feasible, cost effective, and necessary. The Autumn Path Improvement Project, City Project 2019-07, would consist of construction of a 42-foot wide asphalt collector roadway with curb and gutter. Pedestrian facilities will include trail and sidewalk on each side of the road. Storm pipe will be constructed to ponds within the Bella 2 and sidewalk on each side of the road. Storm pipe will be constructed to ponds within the Bella Vista development. Watermain will be installed the full length of the road and some sanitary sewer. The resolution calls the Public Improvement Hearing on December 3rd, 2019, which is a necessary step under the Minnesota Statutes Chapter 429. A full presentation of the proposed improvements will be made at the Hearing. COSTS & FUNDING The estimated cost for the project is $1,738,000. This amount includes a 10% increase for contingency and 25% increase for incidentals such as engineering, legal, financing and administrative costs. The cost by improvement type is shown in the table below: PROJECT COST ESTIMATE Surface Improvements $1,267,100 Sanitary Sewer Improvements $24,500 Watermain Improvements $345,100 Storm Sewer Improvements $101,300 TOTAL $1,738,000 The design and construction costs for the Autumn Path Improvement Project, City Project 2019-07, are budgeted in the proposed 2020-2029 CIP in the amount of $1,510,000 for 2022. The funding anticipated for the project is shown in the table below. The street improvements will be funded by developer fees and assessment of abutting property. The City is ordering a special benefit appraisal of the benefitting property to assist with determination of the assessment amount. The Street Improvement Project (SIP) fund would cover shortfall from assessments. Utility work would be funded by the respective utility core funds. CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2019 - 86 A RESOLUTION ACCEPTING THE FEASIBILITY REPORT AND CALLING A PUBLIC HEARING FOR IMPROVEMENT AND ORDERING THE PREPARATION OF PLANS AND SPECIFICATIONS FOR THE AUTUMN PATH IMPROVEMENT PROJECT, CITY PROJECT 2019-07 WHEREAS, a report has been prepared by WSB with reference to proposed Improvement No. 2019-07 for the improvement of Autumn Path. WHEREAS, this report was received by the council on November 4, 2019, and WHEREAS, the report provides information regarding whether the proposed improvement is necessary, cost-effective, and feasible; whether it should best be made as proposed or in connection with some other improvement; the estimated cost of the improvement as recommended; and a description of the methodology used to calculate individual assessments for affected parcels. NOW THEREFORE IT BE RESOLVED BY THE CITY COUNCIL OF THE CITY OF ROSEMOUNT, MINNESOTA: 1. The Council will consider the improvement of such street in accordance with the report and the assessment of abutting property for all or a portion of the cost of the improvement pursuant to Minnesota Statutes, Chapter 429 at an estimated total cost of the improvement of $1,738,000. 2. A public hearing shall be held on such proposed improvement on the 3rd day of December, 2019, in the Council Chambers of the City Hall at 7:00 p.m. and the clerk shall give mailed and published notice of such hearing and improvement as required by law. 3. WSB is hereby designated as the engineer for this improvement. The engineer shall prepare plans and specifications for the making of such improvement. ADOPTED this 4th day of November, 2019.
