WORK SESSION PROCEEDINGS
NOVEMBER 4, 2019
CALL TO ORDER
Pursuant to due call and notice thereof a work session of the Rosemount City Council was
held on Monday, November 4, 2019, at 5:00 p.m. in the Conference Room at City Hall, 2875
145th Street West, Rosemount.
Mayor Droste called the meeting to order at 5:00 p.m. with Council Members Block, Essler,
Freske and Weisensel.

DISCUSSION
2.a. County Engineering & Long – Range Projects
Director of Public Works Erickson introduced Dakota County Engineer Mark Krebsbach
and highlighted the topics that the county would be discussing; traffic signal installations,
CSAH 42 corridor study, CSAH 46 improvements, Dakota County Transportation Plan.
Traffic Signal Installation
Mr. Krebsbach discussed the history of this intersection, CSAH 42 and Akron Avenue.
Recent studies have found this intersection warrants a traffic signal installation. The
timeline for construction is 2021, however there are several items that dictate the schedule;
i.e. coordination with utility company, right of way acquisitions, discussions with Dakota
County Technical College, etc.
A joint powers agreement along with a consultant contract should be on the January
Dakota County Commissioners agenda and after it is approved, the county should have a
better idea of a project schedule.
The county and city intend to communicate this project to all via social media, a
neighborhood meeting and both the county and city websites.
Diamond Path/Connemara Trail
Mr. Krebsbach discussed recent studies that were completed at the intersection of
Diamond Path and Connemara Trail and the study found a roundabout is a better solution
at this intersection. A roundabout will be safer and more efficient option. Currently, this
project is scheduled for 2022.

CSAH 46 and Diamond Path
The county continues to monitor the area of CSAH 46 and Diamond Path especially as
the area continues to develop. Currently, the county has found the challenge in this area is
only at certain times of the day, i.e. before and after school.
Mr. Krebsbach did note; a meeting was held at East Lake Elementary in December 2017
discussing this intersection. Details about this meeting are available on the county website.
Krebsbach mentioned the county is considering requesting the state to complete another
speed study on CSAH 46 from Pilot Knob to Hwy 3 as the area has changed since the last
time a speed study was completed. Krebsbach noted the timing of requesting a speed
study needs to be taken into consideration as the state doesn’t complete them frequently in
the same areas.
CSAH 46 (from Hwy 3 to Hwy 52)
The county continues to evaluate the condition of the pavement along CSAH 46 from Hwy 3 to
Hwy 52 and continues to see a lot of cracking in the pavement.
The area of this road is heavily used by trucks from the gravel pit and many people cutting across
CSAH 46 to Hwy 52. Due to this, the council is hesitant to consider any updates in this area.
Krebsbach stated a preliminary engineering study is in the CIP to be completed next year, from
there the county will have a better idea of the work that needs to be completed along with an
approximate cost. The county mentioned the county’s cost share policy will be reviewed next year
and the discussion of cost shares between cities and townships will be reviewed.
CSAH 42
In 1999 the last vision study was completed for CSAH 42 to determine how to manage and address
development changes. The county intends to update this study with a focus on bike and pedestrian
use.
Dakota County Transportation Plan
Dakota County is reviewing the current Dakota County Transportation Plan and will evaluate what
the system currently looks like and how to accommodate going forward. Krebsbach noted, a vision
study for Hwy 3 from downtown Rosemount to West St. Paul will be started in 2021.
The updated plan will also assist with determining where to invest going forward. The county will
seek information from the public as well as part of the review process and hope to have
recommendations completed by mid-2020.
ADJOURNMENT
The meeting was adjourned with a motion from Droste, all in favor. The meeting was adjourned to
the regular council meeting in the council chambers at 6:46 p.m.

Mayor Droste called the meeting to order at 7:20 p.m. with Council Members Block, Essler, Freske
and Weisensel. Staff present included Jeff May, Erickson, Dahlstrom, Schultz, Lindquist.

2.b. Review Capital Improvement Plan
City Administrator Martin highlighted several significant projects in the CIP; UMore Fields, Indoor
Community Center, Connemara Trail and Biscayne Avenue.
Director of Parks & Rec Schultz discuss UMore Fields phases and noted that additional fields are
needed in Rosemount. Phase 2 would be the final design until utilities can be brought into the
buildings. Schultz noted there would be a bid alternate for lights at the fields.
Council was in agreeance for staff to pursue engineering/landscape architect plans but noted the
Indoor Community Center is higher on the priority list. Staff confirmed before any design work is
considered the plans will be brought back to council for review.
Mr. Martin noted the Connemara Trail extension is to be completed for the eastern extension to
residential and commercial development. Also discussed Biscayne Avenue and the current benefit
appraisals that are being competed. Martin noted there are major road projects to be completed in
the next few years and discussed the different financing options that could be considered.
Council had no major updates to the current proposed plan. Final action on the 10-year CIP will
take place at a December regular council meeting.
UPDATES
3.a. Body Camera Implementation
Chief Dahlstrom highlighted the need for body cameras and the vendor search that was completed
amongst the police department. The research found that Axon is best suited for the Rosemount
Police Department. Dahlstrom reviewed the upfront costs and the annual costs going forward and
noted the initial start up costs are in the budget.
The next steps in the implementation process is to have a public comment period and then a public
hearing will be held at a future regular scheduled council meeting. Council was in agreeance that
Axon is best suited for Rosemount.
3.b. Community Development
Community Development Director Lindquist discussed the recent Rosemount Woods expansion
plan that was brought forth for staff to review. Lindquist reviewed the plans and noted the area is
zoned appropriately for the current plans.
Council directed staff to continue to move forward with the expansion plans for future
consideration.
Council Updates
Council member Freske questioned if a future meeting will be held yet this year for the Indoor Rec
Center and suggested the YMCA be present at the meeting. Freske also mentioned additional courts
should be a bid-alternate for the Indoor Rec Center. Martin confirmed there would be a meeting yet
this year.

Council member Weisensel discussed recent LMC meetings.
Council member Essler shared his concern about the recent NLC Service Line Warrant mailings that
were sent out to residents and noted the letter is misleading in thinking that the letter came directly
from the City of Rosemount.
Council member Essler also recapped his recent volunteer meeting. The goal of the meeting was to
start recruiting new volunteers and ideas going forward.
Mayor Droste recapped the recent events the legislators have been at throughout the city, Yellow
Ribbon Dinner November 10th and the Veteran’s Day event at The Steeple Center.
Staff will work on putting together dates for future “Coffee with Council” events.
ADJOURNMENT
There being no further business to come before the City Council, the meeting was adjourned with a
motion from Droste, second by Block. The meeting was adjourned at 9:31 pm.
