HomeMy WebLinkAbout20191104 Regular Meeting ProceedingsROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS November 4, 2019 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Monday, November 4, 2019, at 7:00 p.m. in the Council Chambers at City Hall, 2875 145th Street West, Rosemount. Mayor Droste called the meeting to order with Council Members Freske, Essler, Weisensel and Block attending. Staff present included the following; - City Administrator Martin - Public Works Director/City Engineer Erickson The Pledge of Allegiance was recited. APPROVAL OF AGENDA Motion by Weisensel Second by Essler Motion to Adopt the Agenda as presented. Ayes: 5. Nays: None. Motion carried. PUBLIC COMMENT None CONSENT AGENDA Motion by Weisensel Second by Block Motion to Approve the Consent Agenda with item 6.f. pulled. a. Bills Listing b. Minutes of the October 15, 2019 Regular Meeting Proceedings c. Minutes of the October 10, 2019 Special Work Session Proceedings d. Receive Donation & Expenditure - Fire Department e. Rosemount Lions Club Renewal of an Interim Use Permit (IUP) Allowing a Seasonal Christmas Tree Sales Lot in the Parking Lot of the Rosemount Village Shopping Center (Cub Foods) f. Deepwoods Court Improvement Project, City Project 2020-03 Order Feasibility Report g. Autumn Path Improvement Project, City Project 2019-07 Accept Quotes and Authorize a Contract for Engineering Services and Order Feasibility Report Update Ayes: Weisensel, Block, Droste, Essler, Freske Nays: None. Motion carried. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS November 4, 2019 6. f. Deepwoods Court Improvement Project, City Project 2020-03 Order Feasibility Report Council member Block pulled this item to further discuss the timing of the project as there were previous discussions that took place regarding this project this past spring. Director of Public Works/City Engineer Erickson provided an overview of the project and discussed the timeline, i.e. feasibility hearing in January, authorize ad for bid in March, award contract in April and construction to take place in 2020 construction season. Residents can expect additional information regarding when the project should start once a contractor has been awarded. Mr. Erickson also mentioned Erickson’s discussion with City Attorney Tietjen in regard to updating the city’s assessment policy as the current policy is not clear and should be updated prior to any assessments being adopted. Motion by Block Second by Essler Motion to Adopt a Resolution Authorizing the Preparation of a Feasibility Report for the Deepwoods Court Improvement Project, City Project 2020-03 Ayes: Block, Droste, Essler, Freske, Weisensel Nays: None. Motion carried. ANNOUNCEMENTS 10.a. Staff Updates City Administrator Martin highlighted current public works projects; water tower completion on Chippendale Avenue, finalizing construction on Connemara Trail and 132nd Street. Mr. Martin also highlighted; Commissioner Atkins is hosting a town hall on November 9th at the Robert Trail Library, requesting feedback for the roadways of Highway 3 and CSAH 42. In the City Council work session earlier this evening, the County did state that a traffic signal is scheduled for this intersection in 2021. Mr. Martin also updated all on the success of the Haunted Trail as approximately 4700 people came through the trail that evening. 10.b. Upcoming Community Calendar Mayor Droste reviewed the calendar of events and upcoming meetings for November. City Hall is closed on Monday for Veteran’s Day. The next City Council meeting will be held on Tuesday, November 19, 2019 starting at 7:00 p.m. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS November 4, 2019 ADJOURNMENT There being no further business to come before the City Council at the regular council meeting and upon a motion by Droste and second by Essler the regular meeting was adjourned at 7:15 p.m. back to the City Council work session in the conference room.
