ATTACHMENTS: None APPROVED BY: KL RECOMMENDED ACTION: 1) Motion to open the public hearing; and 2) Motion to continue the public hearing concerning the request by Dakota Aggregates to renew its interim use permits for a Large Scale Mineral Extraction Permit and Aggregate Processing Facility. ISSUE Dakota Aggregates has applied for the annual renewal of their large scale mineral extraction permit (LSMEP) on the UMore property. The request for 2020 also includes renewal of the 5-year interim use permit for the aggregate processing facility on the southern portion of the site. For 2019, Dakota Aggregates is proposing to expand the southern mining area by 10.31 acres and will expand into one new sub-phase in the northern mining area. Expansion in the northern mining area coincides with completion of reclamation in earlier sub-phases. At this time, staff is requesting that the Planning Commission continue the public hearing on this matter until January 2020. The continuation will give the City additional time to meet with representatives of the University of Minnesota to discuss their development plans for the property adjacent to the mining operation before the City acts on the mining renewal request. Staff would also like additional time to review the applicant’s phasing plan and how it may or may not align with the University’s development plans. RECOMMENDATION Staff recommends that the Planning Commission continue the public hearing concerning a request by Dakota Aggregates to renew its interim use permits for a Large Scale Mineral Extraction Permit and Aggregate Processing Facility.
