WORK SESSION PROCEEDINGS
DECEMBER 3, 2019
CALL TO ORDER
Pursuant to due call and notice thereof a work session of the Rosemount City Council was
held on Tuesday, December 3, 2019, at 5:00 p.m. in the Conference Room at City Hall, 2875
145th Street West, Rosemount.
Mayor Droste called the meeting to order at 5:00 p.m. with Council Members Block, Essler,
Freske and Weisensel.

DISCUSSION
2.a. Firefighter Compensation
City Administrator Martin reviewed the history of this item and discussed the comps
shown in the attachment to the council item. Mr. Martin made note that each Fire
Department is constructed in different ways and each city budget is organized differently.
Council directed staff to move forward with an increase to $14/ hour beginning in 2020.
Council member Essler noted that staff should continue to check comps to ensure
Rosemount is at or above comps as Rosemount needs to continue to recruit and maintain
firefighters.
Fire Relief Association Representatives, Ryan Slipka and Scott Engeleman, presented the
proposal which is tied to the performance of their investments and their State-mandated
funding ratio. Mr. Skipka and Engeleman further discussed eight steps regarding the
‘Yearly Benefit Increase Process’ handout which included a year end recap to the city in
April containing investment returns, # firefighters added, # firefighters declined, etc. Mr
Martin stated by having this yearly recap will allow for more transparency. Staff also noted
going forward all meeting minutes from the Fire Relief will be shared with City Council
Members.
Council members questioned the $30,000-line item in the budget and Director of Finance
May suggested to keep that amount in the budget at this time and revisit this item on an
annual basis under #8 in the ‘Yearly Benefit Increase Process’ handout.
Mr. Slipka and Engeleman noted the next annual meeting is January 28th if council and
staff would like to attend.
Mayor Droste requested additional data; historical contributions and state aid data.

Council conveyed support of the new relief funding proposal, and directed staff to bring
this item back to council for action at a regular scheduled council meeting.
ADJOURNMENT
The meeting was adjourned with a motion from Droste, second by Essler. The meeting was
adjourned to the regular council meeting in the Council Chambers at 6:49 p.m.
CALL TO ORDER
Mayor Droste called the meeting to order at 9:25 p.m. with Council Members Block, Essler, Freske
and Weisensel. Staff present included Foster, Dahlstrom, Schultz, Lindquist.
UPDATES
3.a. Environment and Sustainability Task Force Status
City Administrator Martin informed council the Environment and Sustainability Task Force (ESTF)
term is up come the end of 2019. Council members were in agreeance to have ESTF become an
official commission.
3.b. 2020-2021 Union Negotiations
City Administrator Martin updated council on the current union negotiations taking place. The final
union contracts will be brought to a regular council meeting for council approval.
Mr. Martin also mentioned the new potential policy regarding paid paternal leave of 80 hours. Staff
will come back to council in January with a draft policy for council to review. Council member
Weisensel suggested holding off on the policy until a later date.
Council Updates
Council member Freske suggested to discuss talking points for the upcoming rec center open house
on December 9th.
Council member Freske informed council to mark their calendars for February 29th for the chili
cook off as it is the half way point to Leprechaun Days.
Council member Block followed up on holding a city council work session at a different venue in
order to allow for additional guests and students to attend. Staff will continue brainstorming a place
and date.
Council member Essler recapped a few highlights from his recent NLC Conference in San Antonio,
i.e. texting capabilities to residents.
Council member Essler also mentioned the next steps of the volunteer network needs to be
discussed.
Council member Weisensel mentioned those interested in the NLC conference in Washington D.C.,
the early registration deadline is December 31st.
Mayor Droste highlighted the NLC Conference in San Antonio and how the conference was very
technology driven.

ADJOURNMENT
There being no further business to come before the City Council, the meeting was adjourned with a
motion from Droste, second by Block. The meeting was adjourned at 10:41 pm.
