BACKGROUND
On April 3, 2018, City Council approved a Joint Powers Agreement (JPA) with Dakota County for the
reconstruction of Akron Ave (County Road 73). Then on February 5, 2019, City Council approved the
first amendment to the JPA which adjusted the cost share for this project. Finally, on February 19, 2019,
City Council approved a proposal for engineering services from Kimley-Horn and Associates (KHA) for
design of street and utilities.
Currently, design has been completed for this project and right of way acquisition is nearly complete.
Construction will occur in 2020. Staff has reviewed the pavement condition in this area and has noted that
there were local streets programmed in the Capital Improvement Plan for 2022. As a result, 121st Street
and 124th Court were brought forward for construction in 2020 in order to take advantage of the large
amount of paving involved in the Akron Avenue reconstruction.
On May 30, 2019, City staff held an open house for the project. KHA was available to answer questions
about the project. Comments were largely positive, as residents are aware of the distressed condition of
their roadways. Comments received were summarized in the Feasibility Report.
On June 18, 2019, the City Council received a Feasibility Report prepared by KHA. That report noted that
a mill and overlay of the pavement was not appropriate due to the poor condition and has recommended
that the streets receive a pavement reclamation and overlay. Overall, the report found this project to be
feasible, cost effective and necessary.
On July 16, 2019, the City Council held a public hearing regarding the improvement. After the hearing the
City Council then ordered the improvement and authorized the preparations of plans and specifications.
Approving plans and specifications and authorizing the advertisement for bids is the next step in the
project process. Since the planned work is part of a larger Dakota County project, the bidding and
contract administration will be performed by Dakota County.
COSTS AND FUNDING
The Feasibility Report estimated the project cost at $406,000 which includes an estimated $33,000 for

stormwater improvements. The costs and funding are shown in the following tables.
Per the Rosemount Special Assessment Policy, the assessments are proposed to be divided among the 21
properties that have driveway access to either 121st Street or 124th Court. The assessment is estimated at:
$130,550 / 21 properties = $6,216.67 per property
Please note: this is an estimate. The final assessment amount will be determined at a future assessment
hearing and will be based on the actual bids received for the project.

RECOMMENDATION
Staff recommends Council approve the plans and specifications and authorize Dakota County to advertise
for bids for 121st Street and 124th Court Improvements as part of the Akron Ave reconstruction project.

A RESOLUTION RECEIVING THE PLANS AND SPECIFICATIONS
AND AUTHORIZING THE ADVERTISEMENT FOR BIDS FOR
121ST STREET AND 124TH COURT IMPROVEMENT PROJECT, CITY PROJECT
2018-05
WHEREAS, the City Council of the City of Rosemount has ordered the preparation of plans and
specifications for 121st Street and 124th Court Improvement Project, City Project 2018-05, and such
plans and specifications have been presented to this Council for approval; and,
WHEREAS, the 121st Street and 124th Court Improvements are to be constructed in conjunction
with the Dakota County Akron Road Reconstruction project; and,
WHEREAS, Dakota County will be administering the construction contract for both the city and
county work.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Rosemount,
Minnesota:
1. Such plans and specifications are hereby approved and ordered placed on file in the office of
the City Clerk.
2. Dakota shall advertise this project in accordance with their policies for the making of such
improvements according to such approved plans and specifications for City Project 2019-05.
3. The advertisement shall be published in accordance with Dakota County’s policies. Such date
and time are to be determined by Dakota County.
4. Such advertisement for bids is hereby authorized by the Council.
