BACKGROUND
This spring, staff received a petition from residents living on Deepwoods Court concerned about the
condition of their road. Deepwoods Court is listed in the 2019 - 2028 Capital Improvement Plan for
rehabilitation in 2022. As the pavement condition rapidly deteriorated during the 2018/2019 winter, staff
discussed possible repair and maintenance options to the City Council and was directed to move the
project forward to construction in 2020.
On April 25, 2019, city staff hosted a neighborhood meeting for the residents of Deepwoods Court where
7 out of 8 property owners and families attended. The residents expressed their concerns about the road
condition and were supportive of moving the project to 2020.
On November 4, 2019, City Council ordered a Feasibility Report to examine the existing conditions,
proposed improvements, costs and proposed assessments for the project.
On December 5, 2019, city staff hosted an open house for the residents of Deepwoods Court. The
residents expressed concerns about the road condition, drainage and a desire for curb and gutter
installation.
DISCUSSION
Deepwoods Court is a rural residential cul-de-sac off McAndrews Road (CSAH 38) in the northwestern
part of Rosemount. The pavement is experiencing significant distresses that indicate pavement failure.
Staff recommends a reclaim of the existing pavement and paving four inches of new asphalt to provide a
new pavement surface.
Minor stormwater repairs are anticipated with this project, including ditch re-grading of areas that have
filled in over time. This street is outside the Metropolitan Urban Service Area (MUSA), so water and
sanitary sewer improvements are not included in the scope of work.
The resolution calls the Public Improvement Hearing on January 21st, 2020, which is a necessary step
under the Minnesota Statutes Chapter 429. A full presentation of the proposed improvements will be

made at the Hearing.
COSTS & FUNDING
The estimated cost for the project is $296,300. This amount includes a 10% contingency and 25%
incidentals such as engineering, legal, financing and administrative costs. The cost by improvement type is
shown in the table below:

The project costs for the Deepwoods Court Improvement Project, City Projects 2020-03, are budgeted in
the 2019-2028 CIP (as part of a larger project). The funding anticipated for the project is shown in the
table below. The street improvements will be funded by the Street Improvement Fund and assessment of
abutting properties. The storm utility work would be funded by the Storm Utility Fund.

Staff recommends Council adoption of the attached resolution receiving the feasibility report and calling
for the improvement public hearing for the Deepwoods Court Improvement Project, City Project 2020-
03.

A RESOLUTION ACCEPTING THE FEASIBILITY REPORT AND
CALLING A PUBLIC HEARING FOR IMPROVEMENT FOR THE
DEEPWOODS COURT IMPROVEMENT PROJECT, CITY PROJECT 2020-03
WHEREAS, a report has been prepared by WSB with reference to proposed Improvement No.
2020-03 for the improvement of Deepwoods Court.
WHEREAS, this report was received by the council on December 17, 2019, and
WHEREAS, the report provides information regarding whether the proposed improvement is
necessary, cost-effective, and feasible; whether it should best be made as proposed or in connection
with some other improvement; the estimated cost of the improvement as recommended; and a
description of the methodology used to calculate individual assessments for affected parcels.
NOW THEREFORE IT BE RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ROSEMOUNT, MINNESOTA:
1. The Council will consider the improvement of such street in accordance with the report and
the assessment of abutting property for all or a portion of the cost of the improvement
pursuant to Minnesota Statutes, Chapter 429 at an estimated total cost of the improvement
of $296,300.
2. A public hearing shall be held on such proposed improvement on the 21st day of January,
2020, in the Council Chambers of the City Hall at 7:00 p.m. and the clerk shall give mailed
and published notice of such hearing and improvement as required by law.
