SUMMARY
The Police Department has been planning to implement a body worn camera (BWC) program. Over the
past several years, Staff has researched various vendors, tested various products, developed a draft policy,
and secured funding for the program.
There are a few statutory requirements for departments to follow before implementing a BWC program.
One requirement states the governing body with jurisdiction over the budget of the law enforcement
agency must provide an opportunity for public comment at a regularly scheduled meeting before it
purchases or implements a portable recording system.
This item is completing a statutory requirement by allowing the public to comment on the BWC
program during a regular Council Meeting. All comments will be recorded and evaluated to ensure the
program fits the needs of the community and department while complying with the statutory
requirements.
In the future, a period of public comment will be opened to allow for remarks on the written policy that
will govern the use of the portable recording system.
RECOMMENDATION
Staff recommends any public who wish to comment on the body worn camera to do so at this time.
